About Us :

The Budget & Planning team provides budget development, financial monitoring, performance measurement, and analytical support to the City Administrator and the 25 programs underneath her supervision. The City Administrator’s Office is home to a diverse range of City services that serve both the public and other City departments.

About the Job :

The 1824 Principal Finance Analyst will serve as the Financial Lead for the Budget & Planning team, playing a key role in the centralized coordination of fiscal operations in the Administrative Services department. The incumbent will collaborate with internal and external stakeholders to measure, monitor, analyze, and develop an annual budget of over $600 million with multiple funding sources including citywide work order allocation models, fee and special tax revenue, public financing, public and private grants, and the City’s general fund.

About the Daily Work :

  • Conduct routine monitoring of finances, create and refine processes for financial tracking and communication, and catalogue financial project needs.
  • Develop, analyze, and review complex models and databases to provide summary data, dashboards, reports, and projections on trends.
  • Manage routine reporting to the Controller’s Office and Mayor’s Budget Office, distributing work to the analytical team in order to meet deadlines.
  • Solve emerging issues by coordinating with analysts, program, accounting, and human resources staff.
  • Supervise a team of analysts and oversee a standard training regimen, including financial reporting and labor modeling.
  • Manage financial, human resources, and budget system licensing, training, and data use.
  • Prioritize and recommend financial projects based on anticipated returns.
  • Conduct and oversee qualitative analyses, including literature reviews and focus groups.
  • Analyze and interpret existing, newly enacted, and proposed legislation for financial impacts.
  • Communicate findings from research and analysis through concise reports and effective presentations.
  • Work on special projects or other duties as assigned.

How to qualify

Education : Possession of a baccalaureate degree from an accredited college or university. AND

Experience : Five (5) years full-time equivalent experience performing professional-level analytical work in areas related to budgets, contracts, grants, or policy.

Substitution : Possession of a graduate degree may be substituted for one (1) year of required experience. Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).
