JOB DESCRIPTION
Dauphin County Community & Economic Development is currently accepting applications for the full-time position of Program Coordinator 1. The employee in this position is responsible for reviewing the administration of the Community Development Block Grant Program, HOME Program, Land Bank Authority, Redevelopment Authority and Hospital Authority. This person will act as the main liaison for the DCDCED to the U.S. Department of Housing and Urban Development (HUD). This person will be responsible for submitting the Action Plan and Consolidated Annual Performance Evaluation Report (CAPER) to HUD timely. The employee will be responsible for several daily tasks, such as notification to Municipalities and Non-profits of current news, writing and preparing press releases, preparing spreadsheets from applications, alerting and administering grant agency’s on any policy changes, administering public hearings, organizing and planning monthly meetings, preparing and organizing action plans, responding to constituents on programs, organizing and updating files for all program applications and correspondences. The employee in this role may also act as a liaison for the department at special events or around the community. The employee in this role is to adapt to the department’s demands on a day-to-day basis. The employee in this role is also responsible for but not limited to performing the following essential functions which are listed below. Salary is Commensurate with Experience.
Essential Functions of the Job:
- Mails out Public Hearing Notices for programs or projects within programs.
- Maintains detailed administration records.
- Maintains documented files of grant application.
- Provides updated information from HUD to the administering County grant departments.
- Solicits, develops and review activity proposals for program funding.
- Assists with making recommendations to the Commissioners as to what projects are eligible to receive funding under program regulations.
- Works with sub recipient organizations and the Affordable Housing Trust Fund committee in preparing and administering annual and multi-year budgets for the County’s CDBG and HOME funded activities, including home ownership and housing rehabilitation programs and community development initiatives.
- Monitors all expenditures for the HOME and CDBG programs to ensure that program budget allocations are not exceeded.
- Reviews and evaluates change orders for each project approved under the HOME and CDBG Programs.
- Designs and manages the County’s HOME compliance Monitoring program, involving designing and managing implementation of monitoring systems for all the County’s affordable housing units and HOME funded sub recipients and CHDO’s.
- Administers the contract documents for the HOME and CDBG Programs.
- Ensures all necessary documents are provided for payment or reimbursement for HOME and CDBG monies.
- Works with the Manager of Financial Operations in maintaining and managing fund appropriation budget.
- Assists in developing policies and procedures and brochures and/or in explaining policies and procedures to other clerical staff as required.
- Interacts with various internal departments as well as external government agencies, vendors, schools, etc.
- Inputs data into various databases for organization.
- Performs all job duties as required.

Minimum Education, Experience, and Training Requirements:
- Qualifications:
Education/Training:
- Bachelor’s degree in business or communications or a related degree from an accredited college or university.
Work Experience:
- Two to three years of experience with budgets and fiscal management, preferably in governmental accounting; experience in economic development or a related field, a plus.
- Or any acceptable combination of education, professional training and work experience.
