Job Title: Energy Program Manager

Organization: Davey-Bates Consulting (contracted staff to the Lake Area Planning Council)

Location: Ukiah, CA

About Us: Davey-Bates Consulting (DBC) is a small private consulting firm that offers turn-key professional staffing services to the Lake and Mendocino County regional planning agencies --- the Lake Area Planning Council (LAPC) and the Mendocino Council of Governments (MCOG).

Position Overview: DBC is seeking an Energy Program Manager to perform contracted staffing for the Northern Rural Energy Network (NREN), a newly created partnership with the Redwood Coast Energy Authority, Sierra Business Council and Mendocino Council of Governments to provide energy-efficiency programs and savings opportunities. This is a full-time position, located at an office in Ukiah, however, travel will be required (mileage, per diem and lodging reimbursement provided).

Under the direction of the Director this position will plan and manage the implementation of energy efficiency and sustainability initiatives and projects. The Energy Program Manager will develop and enhance the overall program portfolio and oversee the implementation of projects and deliverables. NREN programs will include residential and public equity programs; rebate/resource programs; workforce, education and training programs; and codes and standards training/support.

The Energy Program Manager should have knowledge of energy-related technologies, local and state energy policy and goals, and intermediate to advanced project management and coordination skills.

Knowledge of:

· Energy technologies, principles of energy management, usage, efficiency, and conservation

· Local and state level energy policy and goals

· Principles of energy auditing

· Principles and methods of program development, implementation, and project management

Duties:

· Lead program development and design processes, including needs assessments, energy audits, project design and proposals, preparing marketing tools, and determining evaluation and reporting metrics

· Oversee the day-to-day functions of NREN programs to achieve programmatic goals

· In collaboration with the Director, assist with strategic planning and development of programs

· Perform and oversee routine program activities, such as energy auditing, project design and analysis, consultation with customers, tracking, and reporting

· Collaborate with administrative staff to develop and manage budgets, schedules, and resources to achieve project deliverables

· Manage vendor, contractor, consultant, and third-party relationships

· Provide logistical and administrative oversight of program operations, including inventory management, training, and identifying resource gaps and solutions

· Prepare accurate, comprehensive, and timely reporting and other deliverables

· Learn, interpret, and apply policies, procedures, and regulations; and provide program-based guidance and interpretation for staff and the public

· Monitor, evaluate, and ensure compliance with program goals

· Conduct technical and quantitative analysis

Skills:

The ideal candidate will:

· Be passionate about reducing greenhouse gas emissions and increasing local energy resiliency

· Be an enthusiastic person who has a pleasant customer service attitude and clearly communicates verbally and in writing with staff, project partners, the public, local government representatives and the business community

· Manage multiple priorities, meet deadlines, and quickly adapt to changing priorities

· Be able to comprehend and apply technical data to policies, procedures and program goals

· Be proficient with business software applications, including MS Office, Adobe, web browsers and tools for calendaring and project management

Desired Qualifications/ Experience:

· Education or experience equivalent to a bachelor’s degree or greater in energy management, engineering, environmental sciences, or a closely related field

· Two years of experience in related field

· Prior experience working with public agencies and sub-contractors

· Spanish/English bilingual skills

Hiring Salary Range (DOQ): $99,800 ($48 hr.) – $108,000 ($52 hr.)

Benefits Package (Years 1-5) Includes: Employer paid medical, vision and dental benefits, 15 days paid vacation, 7 days sick leave, 11 paid holidays and employer paid retirement contributions.
