Program/Business Analyst
Position Description:
The Program/Business Analyst will be responsible for the evaluation and management of the organization’s programmatic data and maintaining the accuracy and efficiency of program deliverables. This individual will develop and implement information strategies/framework/procedures to ensure operational data acquisition, throughputs, and outputs to meet the organization’s contractual obligations. They will analyze organizational practices to identify potential gaps in processes and/or data. Additionally, they will be able to use their data analysis along with solid critical thinking skills to make informed recommendations about process to the management team to achieve organizational goals.
The Program/Business Analyst, collects, interprets and transforms data from multiple sources to meet various time and format constrained reporting requirements. Using modest ETL (Extract/Transform/Load) skills, the Program/Business Analyst manages a small portfolio of MS Access Databases enabling the organization to take actionable steps to meet or improve operational, contractual and financial performance objectives.

Essential Duties:
- Understand broader organizational goals and align program objectives accordingly to ensure compliance with all contractual obligations;
- In collaboration with DAWN’s management team and program supervisors, gather data from various sources to evaluate program performance, including metrics, statistics, and feedback from stakeholders;
- Analyze data to identify operational gaps to ensure program optimization and compliance with program requirements;
- Create information structures/tools as needed in various system platforms and develop applicable measurement tools to capture program data in accordance with contractual obligations;
- Participate in the development and monitoring of budgets, operating expenses and revenue margins
- Develop, implement, and monitor day-to-day operational systems and processes to provide visibility into the goals, progress, and obstacles of key initiatives;
- Preparation and submission of monthly, quarterly and annual contract/monitoring reports;
- Craft program and organizational narratives responsive to data/information analysis;
- Facilitate development of proposals, contract renewals, etc. through analytical methods
- Manage salary/fringe personnel expense data respective to contract/program utilization/allocation;
- Collaborate with fiscal personnel to ensure accuracy and consistency among programmatic and fiscal reports;
- Prepare as needed financial billing inputs/throughputs and outputs relative to multiple fee for service programming segments including monthly Medicaid Billing for 500 clients;

Required Knowledge/Skills/Attributes
- Expertise in MS Excel and MS Access (High Proficiency);
- Strong and effective spoken and written communication skills.
- Strong team player willing to take direction, initiate business activities and work with management staff peers;
- Self-starter able to work with minimal supervision/direction;
- Creative thinker using sound judgment in workload coordination and in technical matters;
- Ability to organize work effectively and establish priorities;
- Expertise in contract administration/compliance;
- Expertise in report writing, proposals and analysis;
- Expertise in data management concepts, database development/administration/utilization;
- Expertise in manual information integration from multiple systems and ETL processing;
Desired Knowledge/Skills/Attributes
- Experience using Medicaid Billing Systems such as NJMMIS or Transact EDI;
- Experience using SAGE System for Administering Grants Electronically;
- Experience using Payroll Systems such as ADP, Paychex et. al.
- Previous experience in the social services delivery or nonprofit sector;
- Fiscal concepts and ability to understand budgets and P/L statement;
- Experience using Windows editions 8-10 including expertise in utilizing: Outlook; Skype; Microsoft Word/, Access; Excel, PowerPoint, Publisher; as well as Office 365 and Sharepoint.
Education and Experience
- Bachelor's degree or higher from an accredited institution, in business administration, information management or related field;
- Previous experience as an analyst with proven aptitude for architecting and managing information systems, data repositories and reporting outputs.
Working conditions
- Standard Work Week is Full-time, 9:00 AM – 5:00 PM with a half hour lunch break (37.5 hours), in office, not remote;
- This position may entail the participation in DAWN public outreach and fundraising events as necessary;
- This position at certain monthly, quarterly and annual intervals is output intensive relative to program reporting requirements;
- This position requires day travel from time to time: mileage expense to be reimbursed;
