JOB SUMMARY :
Manages general ledger, prepares monthly and yearly financial statements, verifies purchase orders, and resolves vendor payment issues.
ESSENTIAL JOB FUNCTIONS :
The essential functions of the position include, but are not limited to, the following :
1. Reviews and approves journal entries prepared by other staff within the department.
2. Analyzes and interprets various general ledger entries and their end effect; identifies the appropriate general ledger funding source and account coding for GDPM expenditures.

4. Management functions within GDPM; performs research and prepares forecasting and analytical summaries for use in preparation of budgets.
5. Manages the Accounts Payable function of GDPM to assure that expenses are paid and accounted for in an accurate and timely manner.
6. Prepares various financial statements including, but not limited to, Income Statement, Balance Sheet and Cash Analysis. Prepares and analyzes annual financial statement for fiscal year end.
7. Assists with the coordination of the annual financial audit through preparation of various schedules and requests for supporting documentation. Serves as FM focal point during annual audit gathering information and preparing schedules as necessary for the independent auditor.
8. Assists CFO with annual un-audited and audited Financial Data Schedule (FDS) submissions to HUD. Assists in resolving questions associated with FDS submission.
9. Maintains accounting records for LHA funds, Asset Management, Housing Choice Voucher Program (HCV), Tax Credit Projects, and various grant funded programs.
10. Establishes general ledger accounts as required; processes journal entries to the general ledger.
11. Supervises all aspects of the GDPM payroll function. Ensures timely payments to employees and preparation of all payroll reports.
12. Supervises fixed assets accounts, ensuring capitalization of assets in accordance established GAAP and GDPM policies.
13. Reconciles and / or supervises monthly bank reconciliations of all bank accounts for GDPM.
14. Reconciles fiscal year end accruals for accounts payable, payroll accounts and HCV programs.
15. Recommends and implements procedures for the reporting of financial data; investigates problems, and recommends appropriate accounting action; responsible for timely submission of reports.
16. When designated, serves as CFO during absences of the Chief Financial Officer.
17. Performs other tasks as directed by the Chief Financial Officer.
SUPERVISORY RESPONSIBILITIES :
This position supervises the work of AP accounting technicians, payroll technician, and general ledger accountants, including staff selection, training, evaluation, and discipline.
WORK ENVIRONMENT :
The noise level in the work environment is usually moderate. The frequency of interruptions on a daily basis is moderate.
QUALIFICATIONS AND REQUIREMENTS :
The incumbent must have :
- 1. Bachelor's degree from four-year college or university in Finance / Accounting or business administration; four to six years related experience three of which must be in a supervisory capacity;
2. Must be bondable.
3. Basic understanding of computers and computer software. Proficient in Windows and Microsoft Office.
4. Solid understanding of Generally Accepted Accounting Principles (GAAP).
5. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; write reports, business correspondence, and procedure
manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
6. Ability to define problems, collect data, establish facts, and draw valid conclusions; interpret an extensive
variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
