Job Description

Salary Range:  $48,381 - $77,894   FLSA:   Exempt   Grade:  15

Purpose of Classification: 

The purpose of this classification is to plan, coordinate, develop, and deliver special employee engagement programs, events and initiatives  and assist in the development and delivery of program activities and training for the Human Resources Department.

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Leads onboarding programs, recognition events and other assigned special projects,  to facilitate countywide and local department engagement opportunities ; and assists with managing and monitoring effectiveness of special programs such as new employee orientation (bi-weekly ), annual customer service and employee recognition programs. 

Assists with developing training aides. Creates schedules, brochures, flyers, etc. to market training programs and special events; works closely with administrative support and division manager to schedule and coordinate classes; serves as liaison with vendors and education institutions. 

Assists with cross-training co-workers regarding operational procedures and proper use of equipment. 

Assists in preparing documents and reports; receives and responds to questions regarding division activities; and other departmental support tasks (i.e, inventory management). 

Assists in planning and coordinating personal and professional employee development programs; and conducts special presentations and trains independently and with higher level staff as assigned. 

Assists with developing and monitoring course and event evaluations for continuous process improvement and identifying measures to improve on the job knowledge/skills retention. Explores trends, innovations and applications in the government industry for program and professional development initiatives. 

Assists in processing enrollment for training programs, entering training data into computer systems; gathers, logs, tracks, and maintains records regarding department activities; compiles data for further processing or use in preparing department reports; files, maintains, and stores electronic and hardcopy records; and sets up new training classes in tracking system and processes charge-backs to departments.

Confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks to complete assigned work, collaborating with co-workers as necessary; and assists with complex situations and provides technical expertise.

Assists with identifying external training and recognition opportunities. 

Maintains file system of a variety of confidential files/records and information; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; and complies with mandated records retention schedule.

Researches, compiles, and/or monitors administrative, statistical data or other metrics pertaining to department operations, training needs assessments, etc.; summarizes and performs routine data analysis, and prepares reports and open records requests; and researches department files, database records, internet sites, hardcopy materials, or other sources as needed.

Creates and edits various forms, reports, correspondence, engagement programs,  etc.; communicates with supervisor, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. 

Maintains confidentiality in performing job responsibilities.

Minimum Qualifications: 

Bachelor’s degree in Human Resources, Business/Public Administration, Business Technology or related field; previous experience in training and development and coordinating programs and special events in a human resources environment required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.


Specific License or Certification Required: None.

Preferred Qualifications:

  • Demonstrated experience using software (Canva, Ripl, Adobe Illustrator, Adobe Creative, Articulate 360, Survey Monkey, etc.) to create graphic designs and branding marketing and event communications, surveys and instructional materials
  • Experience managing orientation programs for new employees and facilitating assigned training courses
  • Demonstrated experience using digital tools to enhance engagement across learning platforms (Kahoot, Poll Everywhere, Quizizz, etc.)
  • Experience in administering a Learning Management System(LMS)
