Job Summary
This position is located in the Department of General Services (DGS), Contracting and Procurement Division. The Division handles the contracting for and procurement of various items/services for the DGS, including, construction services, construction related services, construction management services, goods and services, architectural and engineering services, and specialized equipment and services.
The Associate Director for Contracting and Procurement serves as the agency’s Chief Procurement Officer, responsible for efficient and effective management of contracting and procurement processes and activities for DGS, including all procurement policy development and implementation in accordance with all applicable District laws and regulations. The Associate Director has full responsibility and authority for directing and coordinating all the activities, operations, and programs which are generated as a result of the functional responsibilities of the Division.
Duties And Responsibilities
Performs a variety of authoritative advisory duties. Provides technical expertise and advice on complex and unusual questions and issues that arise, and technical expertise of a quasi-legal nature provides clear and accurate responses to, and decisions on, proposals, bid submissions, queries, and protests by potential and selected bidders and interested parties. Monitors specific sensitive and/or complex operational issues of the Administration, as they impact other departmental entities, coordinate such issues and activities to promote cohesive operations in a quest to attain desired goals and objectives.
Ensures that the DGS's procurement program is administered so that the user's needs are met in a timely fashion, the quality of goods and services and construction procured is maintained, emergency needs are met, and any contracting and/or procurement difficulties are resolved. Ensures the overall internal review and monitoring of all contracting and procurement functions within DOS. Ensures integrity and equity in the contracting and procurement process.
Qualification/Education
Graduation from an accredited four-year college or university with a relevant bachelor's degree and at least one year of which must be equivalent to the MS-15 grade level in the District of Columbia government service; or an equivalent combination of education, training, and experience.
Licensures, Certifications And Other Requirements
Membership in the National Institute of Governmental Purchasing, Inc. (NIGP), National Contract Management Association, (NCMA) or other approved body is required.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
This position is designated as Essential. As an Essential employee, you will be required to report to work or stay at work during a declared emergency.
Position Designation: Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, and are subject to the following checks and test:
