Job Summary
This Business Analyst position is located in the District of Columbia Government, Office of the Director, Department of Buildings (DOB). Department of Buildings is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.
Incumbent serves as a Business Analyst is primarily responsibility for analyzing and advising management of current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives under the direction of the Cheif of Staff. The Business Analyst serves as an analytical advisor to the Chief of Staff and will focus on special initiatives such as DOB's Pop-Up Permits program.
Duties and Responsibilities
Incumbent is responsible for evaluating the efficiency and effectiveness of the agency's development programs and operations. Works in tandem with the staff of various Divisions in the coordination of agency developmental projects. Plans projects and programs related to the design and redesign, and improvement of agency processes and programs. Determines if programs and projects are operating within the scope of the goals and objectives, and are consistent with identified strategic business plans, policies, business strategies and related activities in the District. Formulates and maintains strategic plans, and business best practices to accomplish program control, analysis and forecasting objectives. Develops network logic and measurement methods to perform analysis. Communicates schedule impacts and proposes corrective actions to stakeholders. Implements, maintains, and manages planning products in support of planning processes.
Incumbent formulates and compiles data to evaluate and assess the achievements of key performance indicators for the assigned Administration or Division. Collects, assesses, and analyzes results of benchmarking studies and the development of implementation and tracking strategies for recommendations presented in various special projects. Conducts, reviews, and studies productivity and efficiency to improve specific departmental programs, program segments or operational issues. Completes studies and reports findings concerning the feasibility, efficiency and effectiveness of new and updated plans, programs, and regulations. Reviews development proposals and site plans for conformance with codes, plans, and regulations. As appropriate, works with other analysts and may be required to serve as team leader for special projects. Develops data assessments and processes quality analysis of assigned projects and prepares for surveillance reviews, field evaluations, and assessments to ensure compliance with program performance management requirements. Participates in the development and interpretation of organization goals, objectives, policies, and procedures. Receives the results of both internal and external reviews of the programs and operations of the agency.
Qualifications and Education
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Salary : $80,783 - $103,333
