Job Summary
This position is in the District Department of Transportation, (DDOT), Infrastructure Project Management Administration (IPMA). The purpose of this position is to manage the technology and business processes necessary to review, update, approve, publish, and otherwise maintain DDOT Standards and Guidelines including, but not limited to the Standard Specifications for Highways and Structures, Design and Engineering Manual, Standard Drawings, and CADD Standards. The incumbent serves as a senior technical specialist within the concrete section of the Quality Assurance/ Quality Control Division.
Duties And Responsibilities
Serves as an advisor to management in the decision-making process concerning difficult, advanced, and critical civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, and budget processes for multi-year and long and short-range work plans for a diverse array of projects. Performs advanced professional civil engineering assignments, managing the design, delivery, and completion of difficult, critical, and/or costly construction projects.
Performs individually or as a team leader, projects typically requiring the knowledge of the physical sciences and mathematics underlying engineering, and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, theory of structure, strength of materials, engineering geology, and/or surveying. Operates typically, with full responsibility for development and/or coordination over a broad range of engineering activities and projects, covering a variety of complex issues. Develops schedules for orderly and timely accomplishment of the work, obtains any necessary data and information from outside sources, and advises other engineers on solutions to a technical problem.
Education And Qualifications
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Specialized Experience
Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Expert knowledge of surveys including preparing plans, calculations, and specifications is essential. Knowledge of professional survey engineering standards, practices, policies, and guidelines to provide advice regarding options to higher-level engineers, and managers and assist in major decisions regarding changes, progress, and necessary negotiations. Good communication skills, to express ideas to individuals or groups effectively.
Three or more years of experience in public infrastructure design projects and/or public roadway design projects and/or public bridge design projects is preferred.
Knowledge and experience in roadway geometric design, roadway design, or bridge design are highly preferred.
Certification as a Project Manager by an accredited learning institution and/or from the Project Management Institute is preferred.
Licenses and Certifications
A Professional Engineer (PE) license within the District of Columbia
The incumbent must possess and maintain a valid driver’s license to operate motor vehicles.
Work Environment
The work is performed in an office setting and the field.
