Job Summary
The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents.
OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000 students. OSSE serves as the District’s liaison to the Department of Education and works closely with the District’s 470 early childhood facilities, 250 schools, 60 local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
There are six teams within OSSE Human Resources : Employee and Labor Relations, Payroll, Training & Development, Recruitment, Leave Programs and Compliance.
Our office is seeking a dynamic and motivated Supervisory Human Resources Specialist to join the team as the Employee and Labor Relations Manager .
The ELR Manager will possess strong organizational and management skills and will bring passion for mission, team, and continuous improvement to their work.
This Supervisory Human Resources Specialist will lead a 6 member employee relations team responsible for the full range of employee and labor relations to include but not limited to ADA, Employee Relations and Labor Relations.
Duties and Responsibilities
The Supervisory Human Resources Specialist participates as a member of the agency's management team focusing on human resources and related administrative inquires / issues.
They will work with agency leadership in human resource strategic planning. Provide agency human resource representation at meetings, hearings, contract negotiations, presentations, proceedings, and committees, as appropriate.
Acts as the agency's main contact for employee issues acting for the agency head as technical authority in grievances. May represent the agency's interest(s) in collective bargaining.
Additional duties will include, advising and counseling management in accomplishing organizational and operational goals and identifying and resolving human resources issues.
They will also provide human resources policy guidance, technical expertise, and consultation to other managers and staff within the agency.
Render decisions in the interpretation of the human resources regulations to agency management and employees. Recommend human resource policy or operations changes, consistent with District human resource laws, rules, regulations, priorities, objectives, and any new mandates to the agency head and monitors implementation when approved.
Additionally, they will also coordinate the human resources liaison function with the DC Department of Human Resources (DCHR), as necessary, including monitoring and reporting responds to special issues / problems.
Qualifications and Education
Specialized Experience : Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Preferred specialized experience includes strong organization and writing skills, union and contract negotiation, and interviewing skills.
Experience with high volume and fast paced environments is preferred. Bachelor’s degree and / or SHRM certification or its equivalent preferred.

MSS At-Will Statement : Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation : This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation : This position has been designated as emergency and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Emergency employees.
As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions / operations.
You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
Residency Preference : Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
Failure to do so may result in forfeiture of employment.
