Job Duties
Performs day-to-day program oversight in a district or as part of a statewide program. Character-istic duties include : providing program support and effective service delivery; conducting re-search and / or reviewing and providing recommendations to improve processes and procedures, technical training and programmatic assistance, program evaluation, and coordination of re-sources. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor. Thorough knowledge of program policies, procedures, ser-vice delivery methods and clear communication skills are necessary.
This position improves patient access to HIV medications by supporting contracted vendors that provide these medications to eligible clients. Ensures compliance with the most current HIV Care Services (HCS) eligibility policies and Health Resources and Services Administration (HRSA) guidelines, maintaining the program as the payer of last resort. The role involves educating pa-tients, providers, and clinical prescribers about service options, medication pre-authorization, client eligibility, vendor responsibilities, and the use of the program's data system. Serves as an internal resource for the Ryan White HIV / AIDS Program (RWHAP B) and other departments, ad-dressing questions about HIV medication access and resolving barriers to care. A substantial por-tion of the normal duties of the position requires proper judgement, sensitivity, and strict adher-ence to VDH's and HCS' HIPAA policies and procedures to safeguard Personal Health Information (PHI) and personal identifying information (PII) for clients and other programmatic instances re-quiring such adherence. Perform other duties as assigned, including emergency response. May require evening / weekend hours, and overnight travel to meet the business need of the program. This may require some evening or weekend hours. May require overnight travel to statewide meetings and conferences.
This is a restricted position, which is solely funded by the Ryan White HIV / AIDS Program Grant (RWHAP B) for a 5-year period ending 3 / 31 / 2027. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.
Minimum Qualifications
- Experience identifying, analyzing, and providing recommendations for problem resolution
- Experience working as part of a team, responding to inquiries in a professional and timely manner, interpreting and applying policies and procedures, and preparing correspondence
- Demonstrated effective oral and written communication, organizational, time management, analytical, interpersonal, and decision-making skills
- Experience communicating with diverse populations on a hotline or call center
- Ability to accurately collect, organize, analyze, manage, and report data
