This position is in Information Technology (IT), Office of the Chief Information Officer (CIO), Administrative Operations Administration, Department of Behavioral Health (DBH).
Duties And Responsibilities
This position requires mastery of and skill in applying knowledge of IT principles, concepts, and methods in the performance of IT project management. Incumbent must possess a thorough knowledge of the information characteristics of the LAN, WAN, JIRA, MS Project, MS Excel and other systems and their required support system software, to monitor applications related to hospital and behavioral health program design. Incumbent must have demonstrated experience managing and implementing COTS and custom solutions.
Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience experiences, which have equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled.
LICENSURES AND CERTIFICATIONS
The Project Management Professional (PMP) Certification is preferred.

Salary: $114,441. - $160,216.
Disclosure: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
RESIDENCY REQUIREMENT
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. Duties And Responsibilities
- Serves as IT Project Manager with full project management authority for various projects involving application for enterprise Commercial Off the Shelf (COTS) solutions and directing all efforts to support the implementation of a COTS product.
- Serves as the agency’s expert and provides technical advice on technology applications and guidance to senior management.
- Maintains, tracks, and recommends authorization of allocated funds and budgetary issues associated with the projects to the Chief Information Officer. Coordinates and managers program functions that support and assist all users in the daily operations of DBH applications and systems.
- Prepares detailed written action plans and coordinates all activities that ultimately ensure the successful completion of all project phases, to include development of project plans, development and implementation of implementation plans, data conversion, interaction with the application development team, information management reports, end-user training, security profiling, help desk procedures, piloting, and quality assurance including design review, system acceptance testing, pre-production test, and review of data and reports.
- Assists in the preparation, development, completion, and submission of all required documents associated with the implementation and operational phases of DBH applications. Documents include, but not limited to the System Functional Requirements Document, Requirements Traceability Matrix, System Joint Application Design Documents, Statement of Work, Quality Assurance Test Plans, required weekly and monthly deliverables, and all other related documentation.
- Incumbent will oversee IT staff, grades 13 and below and evaluate work performance.
