Job Summary
This position is located in the District of Columbia Government (District), Department of Youth Rehabilitation Services (DYRS), Office of Chief Operating Officer, Real Estate and Property Division, Facilities Maintenance, Risk Management Services Unit. DYRS’ mission is to improve public safety and provide court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home-like environment consistent with public safety.
This position serves as the Risk Manager for the Risk Management Services Unit, and is responsible for planning, coordinating, and overseeing comprehensive environmental health and safety inspections, audits, and compliance initiatives designed to identify deficiencies, hazards, and potential areas of risk to DYRS programs, and directs the research and development of recommendations for the implementation of remediation and monitoring solutions. The incumbent is also charged with implementing and maintaining an integrated risk assessment and control program.
Duties and Responsibilities
Oversees, develops and implements a wide range of behavioral and occupational safety programs consistent with the mission of DYRS, a multi-risked and multi-faceted operation. Incumbent is responsible for developing, reviewing, and / or implementing policies, procedures, staff training / education and program monitoring consistent with OSHA and applicable regulatory standards and current best practices such as : Lock-Out / Tag-Out, Hazardous Communication and Right-to-Know, Hearing Conservation, Fall Protection, Respirator Protection and Blood borne Pathogens. Performs and oversees accident investigations and works with other departments to correct safety hazards and develop preventative procedures; oversees process and job hazard assessments and recommends measures to control exposures, including substitution of less hazardous materials, personal protective equipment (PPE), work practice changes, and engineering controls, etc.
The incumbent develops project management controls involving, but is not limited to, monitoring, controlling, and reporting on systems for all Risk Management Services Unit activities and initiatives. Develops and oversees the implementation of policies, procedures, and practices consistent with agency compliance goals and operational objectives. Oversee the contract terms and performance of agency services providers such as housekeeping, fire systems, etc. Provides a full range of supervisory services for subordinate staff. Makes staff selections, recommendations promotions, provides performance rating and standards and diverse necessary training, approves / disapproves leave, initiates necessary disciplinary action, and assign, adjusts, directs and reviews staff work, as needed. Provides or ensures the provision of staff training and materials, as necessary to keep staff abreast of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. Ensure the development of unit goals consistent with agency objectives and strategies pertinent to the programs.
Qualifications and Education
Specialized Experience is experience that equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
Must possess and maintain a valid driver’s license.
Work Environment
Work is sedentary and performed in a juvenile detention facility.

Collective Bargaining Unit (Non-Union) - This position is not part of a Collective Bargaining Unit.
Duration of Appointment - Management Supervisory Service (MSS) : At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
