Job Summary
This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of the Deputy Director for Secure Programs. The mission of the Department of Youth Rehabilitation Services (DYRS) is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.
The incumbent will serve as a Supervisory Juvenile Justice and Program Manager,
responsible for conducting programming research and coordinating volunteer activities
while collaboratively working with Juvenile Justice Institutional Counselors (JJIC) and other staff to enhance the quality of services provided to youth and ensure they receive
appropriate support and resources.
Duties And Responsibilities
The Supervisory Juvenile Justice and Program Manager will conduct research to identify best practices and effective programs for juvenile rehabilitation. Collaborates with community organizations to integrate additional resources and services. Monitors the effectiveness of implemented programs and suggest improvements as necessary. Develops and maintains a schedule of programming activities that align with the needs of the youth. Recruits, trains, and manages volunteers who support programs and services for youth in a juvenile setting. Supervises Juvenile Justice Institutional Counselors (JJICs). Provides oversight of staff activities and issues policy guidance, as necessary. Leads research initiatives aimed at developing, evaluating, and improving programs for youth in a juvenile setting. Analyzes data, identifies best practices, and collaborates with stakeholders to enhance the effectiveness of services provided to at-risk youth. Evaluates the work of the juvenile justice institutional case management component in a continuing effort to achieve the timely and efficient accomplishment of program objectives.
The incumbent will represent DYRS at meetings with other Federal, State, DC Government, community and civic organizations and service providers to articulate existing aftercare policy and program goals and to determine the needs for new policies, regulations, standards and procedures. Provides supervision and direction to subordinates performing audits of electronic and paper clients' files, observing court presentations, accompanying staff and observing community contracts, etc. Sets program priorities, assigns tasks, recommends intervention strategies, and is available for assistance and consultations, where needed. Counsels employees with reference to complaints and grievances and assures training needs are met. Assists subordinate counselors in the development of case work skills, interprets policy and develops corrective action plans for emerging programs; participates in interview to personnel. Serves as panel member for internal committees to support treatment and placement decisions such as Placement Review Committee, Youth Intervention Meeting, etc. Serves as a Covering Manager for other units requiring temporary supervision, when applicable.
Qualifications And Education
Successful completion of at least 24 semester hours of coursework in the behavioral or social sciences.
Or
Combination of education and experience that included at least 24 semester hours of course work in the behavioral or social sciences, and that provided applicants with knowledge of the behavioral or social sciences equivalent to a 4-year degree as shown in A above.
Or
Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.
Licenses and Certifications
Must possess and maintain a valid driver's license issued by the District of Columbia,
Maryland or Virginia.
Work Environment
The work is performed in an office setting which is adequately heated, lighted, and ventilated.
Other Significant Facts
Tour of Duty: 8:30am to 5:00pm; Monday - Friday. Incumbent may work in ward-based settings, working modified hours with weekend coverage.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
