Job Summary
This Supervisory Transportation Management Planner position is located in District Department of Transportation (DDOT), Traffic Safety Administration (TSA), Multimodal Safety Engineering Division (MSED). The incumbent provides supervision and leadership to a multi-disciplinary team ensuring compliance with local and federal regulations for the implementation of multi-modal traffic and safety improvement projects in the city.
Duties And Responsibilities
Provides technically authoritative advice and guidance to top-level management and staff on complex, controversial, and sensitive city-wide private development projects and public space permits. Develops responses to high level inquiries for information from the agency, District Government officials or others regarding agency reviews and findings the management of transportation systems and facilities issues. Coordinates the development of comprehensive transportation position statements and recommend proposals for improvement of transportation services related to proposed land use and public space permit decisions.
Oversees the identification of plans, land use development and public space permit applications that warrant in-depth transportation analyses and ensures that technical reviews are prepared to support the Department's position and recommendations. Coordinates with and provide technical expertise to other departmental entities, as necessary, to develop and present transportation briefings on plans, land use development review standards that impact decisions and recommendations on specific projects and permit applications
Qualifications And Education
Education: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Work Experience: Specialized experience directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to project management, PS&E (Plans, Specifications & Estimates) development, bicycle, pedestrian & bus facility design and analysis. Thorough knowledge of the concepts of transportation safety, design, engineering and planning sufficient to provide expertise and leadership in the development and implementation of transportation improvement projects.
Minimum seven (7) years of transportation planning/engineering experience with increasing responsibility preferred.
Licenses and Certifications
The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.
Work Conditions and Environment
The work is performed in the normal office setting and in-the-field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Pay Plan, Series and Grade: MS-2150-14
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.
