The Department of Conservation and Recreation seeks qualified applicants for the position of Environmental Justice and Language Access Coordinator (Program Manager IV) to perform the following duties:

Reporting to the Senior Director of Environmental Justice, The Environmental Justice and Language Access Coordinator supports cross-agency implementation of EEA’s Environmental Justice Policy and DCR’s Environmental Justice Strategy. DCR’s Strategy outlines actions for promoting and integrating environmental justice (EJ) considerations across programs, policies, and activities to ensure the equal access and meaningful involvement of all people residing in the Commonwealth with respect to conservation and recreation and environmental sustainability and the equitable development, implementation, and accessibility to information and resources.

The Environmental Justice and Language Access Coordinator will support the Senior Director of Environmental Justice in making recommendations for updating the agency’s environmental justice policies. They will assist the Senior Director of Environmental Justice in expanding and implementing language access and monitor. Duties will include:

  • Advancing and tracking progress on DCR’s Environmental Justice Strategy using data analysis tools.
  • Supporting DCR’s Language Access Planning and Program Implementation.
  • Working with DCR staff to advance environmental justice goals in programs and services.
  • Coordinating training and internal engagement opportunities.
  • Work with the Senior Director of Environmental Justice in providing recommendations and input on policy updates related to EJ issues as needs arise.
  • Work with the Senior Director of Environmental Justice to maintain and update the Environmental Justice Strategy based on public feedback, and track progress on the implementation of goals, actions, and policies outlined within the plan.
  • Leverage data analysis tools (i.e. Excel, ArcGIS, etc.) to enhance transparency and functionality of metric tracking.
  • Assist with the preparation of reports, staff training materials and other documents as needed to demonstrate DCR’s commitment to Environmental Justice.

PREFERRED QUALIFICATIONS

  • Familiarity with and commitment to the principles of environmental justice.
  • Experience with establishing rapport with and exhibiting cultural sensitivity with members of environmental justice populations.
  • Ability to have relevant social sensitivity across cultures and socio-economic class.
  • Desire to understand the multi-faceted obstacles to the achievement of environmental justice in Massachusetts, and willingness to acquire knowledge as necessary to address those needs.
  • Ability to maintain positive morale and outlook while working to overcome internal and external obstacles to advancing environmental justice across the state.
  • Experience with or willingness to learn data visualization, data analysis, and ArcGIS tools to track progress on environmental justice goals.
  • Experience in writing and communication.
  • Experience with database management, including Access and Excel.
  • Strong communication and writing skills are essential.
  • Project management experience, with excellent attention to detail.
  • Strong interpersonal skills.
  • Ability to read, understand, and relay relevant information in an engaging and easy to navigate and understand manner to agency staff and key stakeholders.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
