Description
Under limited supervision, performs responsible administrative, supervisory and technical work associated with managing the functions of utility construction and civil engineering utility projects. Scope of work includes all phases of gas and water civil engineering, construction activities, gas and water measurement, product quality, system planning, system modeling, and equipment and material specifications in order to meet and exceed standards. Position exercises independent judgment and initiative in all phases of work in a safe and efficient manner by performing the duties personally or through supporting employees.
This position is responsible for the direct supervision of 24-26 employees. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. All supervisory responsibilities are carried out in accordance with applicable State/Federal employment laws and Decatur Utilities’ policies and procedures.
Key Responsibilities
- Directs and plans gas and water engineering, gas and water measurement, reviews engineering field operations and utility construction activities to meet customer demand and
- Serves as a member of Decatur Utilities’ leadership team and assists in developing policies, budget projections, organizational structures, and system requirements.
- Administers and enforces all safety policies and ensures a safe working environment for all employees.
- Provides expertise to engineering, measurement, field operations, project management, technical expertise and construction staff to plan, coordinate, and construct of gas/ water/wastewater utility projects.
- Prepares estimates, plans, specifications, work orders, and cost estimates for construction and maintenance of utility mains and service facilities.
- Directs engineering and work of Wastewater Engineering Supervisor and Wastewater General Construction Supervisor to prepare inspections, estimates, plans, and specifications for construction of gas and water utility mains and service facilities, pumping stations, regulating stations, and appurtenances as well as specifications for all wastewater collection system rehab and inspection projects.
- Directs engineering to review plans and specifications by outside engineers, architects, and developers concerning gas and water utility improvements and/or extensions for conformity to DU requirements.
- Recommends measures to improve safety practices, production methods, equipment performance, and quality of work and implements changes in working conditions and use of equipment to increase efficiency and safety.
- Ensures gas and water operations comply with State and Federal regulatory requirements.
- Ensures compliance with Federal DOT Gas Operator Qualification Program.
- Responsible for all gas and water measurement activities.
- Conducts regular meetings with employees and encourages open and effective communications.
- Oversees procedures for coordinating work and/or inspecting work of outside contractors.
- Develops, implements, and oversees job-related training for the employee group. Initiates or suggests plans to motivate employees to achieve work goals.
- Recommends and approves employment decisions, such as promotions, transfers, discharges, disciplinary measures, job descriptions, and performance reviews.
- Provides back-up support for other exempt supervisors at work site.
- Responsible for vehicles and equipment assigned to work group.
Skills, Knowledge and Expertise
- Bachelor's degree (B.S/B.A) in Civil or Mechanical Engineering, Business Administration, Public Administration or other related fields from an accredited college or university.
- Professional Engineering Certification may be required
- Valid Alabama Driver's License
- Minimum of 6-8 years relevant experience in gas, water, and/or wastewater utility systems
- Ability to read, interpret and comprehend documents such as contracts, industry journals, safety procedures, operating and maintenance instructions, drawings and procedure manuals.
- Must be able to use specialized software applications for GIS, CAD, NISC, customer inquiries, modeling, mapping, GPS and SCADA design and applications.
- Proficient in Microsoft Office Suite
- Ability to work with mathematical concepts such as financial and operational cost justifications
- Ability to use high level of judgment to accurately define problems, collect data, establish facts, draw conclusions and provide valid solutions.
- Required to stand; walk; use hands to handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; talk and hear. May occasionally lift and/or move up to 20 pounds.
