DecisionPoint Corporation is seeking a Director of Proposal Development to join our team! The Director of Proposal Development is responsible for coordinating, facilitating and managing all phases of the proposal development process resulting in the successful delivery of compliant proposals. Working in a very dynamic environment, this individual ensures that all proposals are high-quality, compliant, and competitive in response to Federal government solicitations. The Director of Proposals will oversee and support the development of direct-source, task order and competitive bid proposals that range from fundamental, short-turn efforts to highly complex lengthy proposals. The Director of Proposals may oversee members of the proposal team, collaborate with business development and capture teams, and drives the proposal strategy to enhance the company's win rate and revenue growth.
This position requires a minimum of 2 days a week onsite at our Reston office.
- Coordinate and facilitate storyboard and strategy sessions
- Analyze solicitation documents and develop compliance matrices
- Develop compliant proposal outlines
- Develop compliant writer templates
- Assist in proposal development including writing and cost volume support
- Establish, maintain, and enforce proposal schedules that incorporate required reviews, recovery, production, and on-time proposal submission
- Gather, assemble, submit, and track solicitation questions to the government
- Establish and maintain the on-line SharePoint proposal workspace Facilitate proposal kick-offs, daily proposal development coordination calls, manage proposal team integration/communication and set expectations for proposal production
- Manage the integration and leadership of assigned technical writers, editors, volume leads and subject matter experts to develop compliant and compelling proposal content
- Gather proposal graphics requirements and coordinate with assigned artists
- Ensure 100% compliance with proposal/FAR requirements, as well as company policies and procedures.
- Coordinate proposal reviews based on corporate process requirements
- Collect and consolidate reviewer feedback
- Assist in the resolution of comments and provide guidance to writers for proposal maturation
- Ensure completion of required forms by the appropriate personnel
- Review all sections and sure proposal compliance with RFP requirements
- Ensure proposal quality standards are maintained through desktop editing
- Ensure on time production and communicate delivery plan
- Create a positive work environment, demonstrate a professional attitude, and meet established goals and responsibilities while working in cooperation with colleagues

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
- High Diploma/GED and 10 years of related experience OR Bachelor's degree and 7 years of experience in proposal management
- An association for Proposal Management Professionals (APMP) certification may be counted towards years of relevant experience
- Experience and understanding of civilian and military government contracting
- Strong skills and experience in project management and proposal management
Knowledge, Skills and Abilities:
- Strong background and experience with quick turn MAC/GWAC/FSS task order proposal responses preferred.
- Firm understanding of the FAR Competency in Microsoft Office Suite, SharePoint, and Adobe Acrobat Pro
- Must be dependable, possess exceptional communication and customer service skills
- Ability to understand and analyze the requirements of a solicitation and structure a proposal outline that addresses those requirements
- Understanding of Federal Multiple Award Contracts and Supply Schedules (e.g. OASIS, ALLIANT, GSA, etc.) including specific inherent requirements of each is a plus
- Ability to independently define, schedule and manage the complete proposal process including managing subcontractors/teaming partners, consultants, subject matter experts
- Ability to work under pressure and manage competing priorities and deadlines of multiple simultaneous bids at various stages and with various complexities
- Command presence to ensure proposal teams remain calm and focused during stressful time constraints
- Ability to follow a structured proposal management approach; knowledge of Shipley proposal processes is preferred
- Ability to effectively work in a team environment as well as independently
- Outstanding communication skills (written and oral)
