The Defense Counterintelligence & Security Agency is seeking talented and experienced Human Resources Specialist (Compensation/Staffing) at the GG-0201-13 level.
The Compensation Specialist assists the Compensation Manager in managing DCSA's competitive compensation program. The Compensation Specialist provides consultative services on compensation flexibilities, develops compensation packages to attract and retain qualified employees to accomplish mission priorities, and evaluates the program and fosters improvements. This position is located in the Strategic, Analytics, and Policy Division, Human Capital Management Office.

Highly Desired attributes:
3-5 years' experience managing complex pay setting and incentive administration practices for federal employees.
Strong knowledge of federal (preferably) Defense Civilian Intelligence Personnel System (DCIPS) compensation policies and procedures.
As a HUMAN RESOURCES SPECIALIST (COMPENSATION) (STAFFING) you will be responsible for the following duties:
- Provides advice, guidance, and assistance on the application of compensation flexibilities based on federal laws, DCIPS policy, and the agency's practices.
- Develops competitive compensation packages for the agency's new hires.
- Evaluates federal and DCIPS compensation policies and incentives for applicability and impact to DCSA human capital management strategies.
- Evaluates the applicability of existing incentives and develops new incentive proposals to hire and retain individuals with highly desired talent and experience. Evaluates the effectiveness of existing incentives.
- Participates in working groups to develop, revise, and evaluate incentives applicable to DCIPS organizations.
- Develops and presents products and reports illustrating the agency's compensation philosophy and practices.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Applying a wide range of complex pay setting and incentive administration practices, laws, regulations, policies, and precedents to develop competitive compensation packages resulting in the recruitment and retention of highly qualified employees; applying federal staffing and compensation policies principles, concepts, practices, and regulatory requirements applicable to Defense Civilian Intelligence Personnel System (DCIPS) organizations; preparing and delivering written and oral reports and briefings that simplify complex data, information, recommendations, and findings to the intended audience at various levels of the organization and in DoD and federal working groups.
Specifically you will be evaluated on the following competencies:
1. Compensation Management - Apply compensation concepts, principles, rules, and practices including pay setting, evaluating incentives for applicability and effectiveness, and the development of new incentives.
2. Staffing and Recruiting- Apply human resources concepts, principles, rules, and practices related to identifying, attracting, and referring individuals for placement.
3. Communication - Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports and correspondence to managers to foster understanding and acceptance of findings and recommendations.
4. Customer Service - Anticipates and meets internal and external stakeholders' need by delivering high quality projections and services. Committed to continuous customer service.

Substitution of education may not be used in lieu of specialized experience for this grade level.
