Duties

As a TRAINING SPECIALIST (COURSE MANAGER) you will be responsible for the following duties:

  • Provide course instruction in support of the Defense Counterintelligence and Security Agency's Security Academy.
  • Prepare and present written and verbal information for decision briefings and reviews, in collaboration with the Curriculum Manager for Branch Chief's approval.
  • Develop and implement instructional materials curricula with a security area of focus; understand, disseminate and translate difficult, complex, and/or ambiguous regulations, procedures, and policy into learning objectives and easily understood concepts for students and stakeholders.
  • Serve as a functional expert in training product development, course administration, course facilitation, and learner engagement; participate in curriculum reviews and evaluations adapting curricula to established technology-based platforms, methods and techniques.
  • Serve as a functional expert for assigned learning management systems, or virtual learning environments; facilitate discussions; administer practical exercises and collaborative activities to improve learning outcomes; manage in-person and virtual learning experiences.
  • Serve as functional expert for interdisciplinary security or any of the following: counterintelligence, cybersecurity, entity vetting, industrial security, information security, insider threat, personnel vetting, personnel security, physical security, and special access programs.

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Incumbent must successfully attain and maintain the Basic Level Certification for the CDSE’s Instructor Certification Program within 24 months of hire date.
  • Incumbent must successfully attain and maintain the DoD Security Professional Education Development Program (SPeD), Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC)
  • the incumbent must successfully attain and maintain the applicable specialty certification (Industrial Security Oversight Certification (ISOC), Physical Security Certification or Special Program Security (SPC) Certification (SPSC)

Education

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Experience leveraging subject matter expertise in DoD and National Security, and DCSA mission area and functions; Experience maintaining awareness of updates and changes to DoD and National Security policies and requirements, and DCSA mission area standard operating procedures; Experience implementing instructional design to develop and deliver training content including instructor led training, virtual instructor led training, and corresponding performance support tools to ensure mission readiness; Experience conducting content review, update of instructional materials, analysis and change recommendations, and curricula support; Experience listening to others, answering questions, facilitating discussions, conducting in-person and virtual instruction, and giving presentations.

Specifically, You Will Be Evaluated On The Following Competencies

  • Legal, Government and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.
  • Oral Communication - Express information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to other, attends to nonverbal cues, and responds appropriately.
  • Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
  • Instructional Delivery and Learner Development - Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.
  • Instructional Environment Management - Apply protocols and procedures to ensure safety requirements are met, and establish a learning environment that promotes positive interactions, collaboration, and sustainment of learners' interest.
