Responsibilities

1. Serves as the Medical Evaluation Board (MEB) Clinical Psychologist subject matter expert and consultant for the development of the psychiatric portion of the Narrative Summary (NARSUM) under the supervision of the Supervisory Physician (MEB) in the Medical Evaluation Board Remote Operating Center (MEBROC), an MEB virtual processing site where no hands-on patient encounter is provided. Soldiers are not intended to travel to MEBROC sites. All required contact(s) regarding the Soldier’s medical evaluation board (MEB) processing is intended to be other than in person (i.e. U.S. Postal mail, telephone, tele-health equipment, etc.). Incumbent works highly complex cases and is called upon to serve as an adviser, consultant, or resource person to other providers and inter-disciplinary team members. Independently, or in consultation with other providers, reviews electronic medical records to determine if a Medical Decision Retention Point (MRDP) has been reached for a behavioral health condition or multiple conditions. Communicates occupational limitations to command utilizing military profiles in accordance with (IAW) established organization policies and practices. Plan, and provide professional development, consultative services and training to inter-disciplinary team members, plans professional segment of training requirements. Works closely with other medical facilities, inter-disciplinary team members, and medical specialties involved in the service member’s care; resolving issues of severely disabled clients with limited capacities, and highly complex vocational rehabilitation problems. Document and develop data, employ established statistical methods in collecting data regarding the specific characteristics required for the completion of studies. Consultation includes discussing cases, requesting clarification and in some instances suggesting and recommending the need for additional studies. Responsible for developing the psychiatric portion of the NARSUM which summarizes the psychiatric and related medical conditions. Develops the psychiatric addendum to the NARSUM by reviewing the Disability Evaluations completed by the Veterans' Affairs (VA) physician, reviewing the military inpatient and outpatient treatment records, reviewing VA, civilian and/or TRICARE treatment documentation. Summarizes current and past psychological and neuropsychological test data, the service member's presentation of symptoms, treatment course, and response to interventions, functional limitations, and prognosis. Assigns a diagnosis (diagnoses) IAW Diagnostic and Statistical Manual of Mental Disorders, fourth edition, text revision (DSM IV-TR) (or more current edition) and discusses each diagnosis in terms of whether the condition meets retention standards according to Department of Defense regulations. In regard to psychiatric conditions not meeting retention standards, a Social and Occupational Level using VA guidelines is also established and must be incorporated into the work product. Incumbent reviews and explains the Integrated Disability Evaluation System (IDES) process and the NARSUM report findings with the soldier being evaluated. Incumbent is available for consultation to assist in the initiation of medical boards for behavioral health conditions, responds to NARSUM appeals, and addresses questions raised on review by the Physical Evaluation Board (PEB). Incumbent completes the Temporary Disability Retirement List (TDRL) re-evaluation process by completing and summarizing psychiatric evaluations.2. Incumbent responds to inquiries and requests for Independent Medical Reviews (IMR) and appeals; reviews, researches, analyzes and responds in writing to IMRs and appeals of NARSUMs applying professional insight and expertise in a thoughtful, informative and respectful manner that is mindful of the service member's concerns. Responds verbally or in writing to inquiries and questions raised by the PEB, in a timely, clear, and thorough manner. As requested, represents the MEB in individual and/or group meetings with the disciplines involved in the service member's care, including Warrior Transition Unit Social Workers, Nurse Case Managers, Office of the Soldier’s Counsel (OSC), and Judge Advocate General (JAG) Officers representing service members in the appeal process. Maintains a high sense of professionalism, competency, and courtesy consistent with high professional psychology standards Ensures that services provided adhere to the highest standards for clinical care. Must be able to independently manage and handle the full range of cases while meeting quality and timeliness standards.PERFORMS OTHER DUTIES AS ASSIGNED.

  • Basic Requirement for Clinical Psychologist:Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:Specialized Experience: One year of specialized experience which includes performing psychological evaluations, developing behavioral health treatment plans, and providing psychological counseling services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.License: The Clinical Psychologist position requires a current, active, valid, unrestricted clinical license to practice Psychology independently, offered by a U.S. State, District of Columbia, commonwealth, territory or jurisdiction. (NOTE: You must provide a copy of your license with your application package.)
