Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA SECDEF COMMUNICATIONS. Responsibilities Exercises significant responsibilities in dealing with senior officials of other units or organizations, and in advising high ranking management officials on unclassified and classified C4I operational issues. Reviews, analyzes, and actions orders, directives, and Authorized Service Interruption (ASI) reports issued by Department of Defense (DoD), DISA, National Security Agency (NSA) and other government agencies. Develops new program initiatives to address emerging technologies with solutions that balance operational requirements with the mission. Provides direction / oversight for SDC IT Support Contract in VIP Support, Helpdesk, Server Ops, Network Ops, Voice and Video Services and Applications Development. Develops, implements, and ensures compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of assigned mission and functions required to meet the SDC mission. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements : Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and / or completion of specific, intensive training (for example, IT certification), as appropriate. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. OR Undergraduate or Graduate Education : Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. AND Qualifying Experience : To qualify at the GS-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as : Experience managing "Global communication and network services" across multiple platforms and developing strategies and guidance that govern the planning and delivery of network and customer centric information environments. Experience must include Network engineering, Active Directory, Microsoft Server & Exchange and Hyper-convergence technologies. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career / Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. Telework availability will be based upon the mission requirements and supervisory determination In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months and any future Cybersecurity Workforce qualification / credentialing requirements. This position may require travel away from the normal duty station on an occasional basis. This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local / national emergency. This position requires the incumbent to work an alternative or shift work schedule.
