In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in IT acquisitions; experience providing advice, guidance, and direction to subordinate staff as well as experience in coordinating and conducting policy analysis.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.

Duties
- Assist in requirement analysis, review project plans, statements of work and task orders and other contractual documents. Coordinate with project sponsors, beneficiaries, users, and contractors. Monitor the use of resources and project execution.
- Provide authoritative advice and assistance to program and project personnel during the initial planning phases of assigned programs to ensure proper consideration of management factors as well as technical factors involved in successful programs.
- Develop and implement tracking systems and performs periodic reviews to measure progress in terms of milestones and resource utilization.
- Speak professionally with commitment and authority at meetings and conferences where important decisions impacting on program management are made.
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a drug testing designated position.
- The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position.

- A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
