Summary This position is part of the Defense Threat Reduction Agency. The incumbent will be the technical advisor and formulates approaches and strategies to resolve issues relating to disciplinary and adverse actions and develops, and assesses program effectiveness. Responsibilities As a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) at the GS-0201-12 / 13 some of your typical work assignments may include : Administer the Agency Management Employee Relations (MER) program. Provides on-sight employee / management advisory services for all elements of the Agency. Advisory services are frequently with high-level management officials, both within and outside the Agency, and involve complex or sensitive issues that often extend beyond the Human Resources Office. Develops Agency strategy for MER issues, including the approach to and instructions for internal grievances, adverse actions, incentive awards, performance appraisals, and drug testing. Provides advice and guidance to managers, supervisors, and employees regarding all aspects of the MER program. Reviews current case files, statistical data, and informal issues or complaints raised by employees and / or supervisors to detect trends and underlying or potential personnel management program issues within the Agency. Uses alternative dispute resolution techniques and personal initiative to ensure prevention or resolution of situations / issues. Works with management, appropriate functional specialist, and the employee to determine and enforce appropriate action. Provides interpretive guidance, advice, training, and briefings to Agency management, supervisors, and employees. Additional program responsibilities include performance management, employee relations, discipline, grievances, flexible work schedules, leave administration, productivity improvements, and other quality of work life issues. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications : A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service : Administering an Agency Employee Management Relations (EMR) program. Develops and conducts training for management and employees, provides expert technical guidance and advice on grievances, appeals, disciplinary actions, adverse actions, and employee-management issues. Experience in making quick and accurate assessments of the climate and conditions of specific problems or situations due to the complex and time sensitive mission of the Agency. Advising management and employees on employee relations workforce principles, practices, techniques, and applications. You may qualify at the GS-12, if you fulfill the following qualifications : A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service : Analyzes and resolves conduct or performance inadequacies for employees. Conducts training for management and employees, provides expert technical guidance and advice on grievances, appeals, disciplinary actions, adverse actions, and employee-management issues. Interprets agency's employee relations policies, procedures and guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
