Summary This position is part of the Defense Threat Reduction Agency. Responsibilities This is a senior position within Defense Threat Reduction Agency (DTRA), Nuclear Enterprise Support Directorate (NE) Nuclear Surety Department (NS). The incumbent works under the supervision of the Nuclear Surety Division Chief (NSN). As a PROGRAM MANAGER at the GS-0340-12 / 13 some of your typical work assignments may include : The incumbent serves as a senior management and program analyst and advisor to the NS leadership, providing business administration, acquisition management, budget management, and program management expertise to the NS Department. Serves as a portfolio manager responsible for the coordination and implementation of strategic efforts, addressing intra-department program issues and coordination within NE Directorate, and all matters pertaining to DTRA budgetary and programmatic reporting requirements. Ensures DTRA programs, projects, and operations are aligned with strategic objectives. Requirements Conditions of Employment Qualifications You may qualify at the GS-12, if you fulfill the following qualifications : One year of specialized experience equivalent to the GS-11 grade level in the Federal service : Experience performing programmatic / financial analysis, including monitoring and reporting obligations and expenditures. Experience applying DoD research and development and acquisition policies and procedures. Experience in leading or managing a program related to either mission assurance, nuclear surety, or nuclear stockpile. Experience executing administrative regulations and operating procedures in order to develop and report on program objectives, operating schedules, and resource requirements. You may qualify at the GS-13, if you fulfill the following qualifications : One year of specialized experience equivalent to the GS-12 grade level in the Federal service : Expert-level experience executing administrative regulations and operating procedures in order to develop and report on program objectives, operating schedules, resource requirements and expenditures management. Experience applying DoD research and development and acquisition policies and procedures and demonstrated effectiveness in directing and managing research and technology development, integration and application efforts. Experience in developing and managing R&D programs and schedules utilizing cost / effectiveness evaluation tools and performing programmatic / financial analysis, including monitoring and reporting obligations and expenditures. Experience in leading or managing a program related to either mission assurance, nuclear surety, or nuclear stockpile. Experience with administrative policies pertaining to the Defense Travel System Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
