Duties and Responsibilities

 

Job Description: Electronic Technician IIIs (ET III) provide technical support required to maintain simulators and related training devices. An ET III applies basic knowledge and experience to solve training device problems, including those that are typically able to be solved solely by reference to maintenance manuals or similar documents.  They are fully qualified, trained, and knowledgeable in the support, maintenance, and operation of training devices. Electronic Technicians document discrepancies using reporting forms as required.

 

Essential Duties and Responsibilities include, but are not limited to:

ET IIIs are key personnel in the Program. Key personnel are those personnel whose aggregate technical and professional experience is essential to successfully support the device.  Key personnel are fully qualified both managerially and technically, who by virtue of meeting indicated qualifications and rate, can reasonably assume the most intricate and difficult jobs associated with maintaining TS/E in an FOC and managing their assigned workforce. 

 

  • Electronic Technicians shall have demonstrated competence through satisfactory, progressive performance as training systems or simulator technicians

  •  Must be proficient in the use and operation of test equipment to perform pre-and post-operational tests on installed equipment and to perform preventive maintenance using preventative maintenance cards and instruction books

  • Must possess basic skills necessary to diagnose and isolate malfunctions in electronic systems; align, adjust, and calibrate installed training devices; interpret mechanical, hydraulic, electrical, and electronic schematics and prepare simplified versions

  • Must possess basic skills to perform calibrations, adjustments, and tests on electronic equipment; analyze operation, verify discrepancies, isolate malfunctions, and replace defective components used in installed devices

  • Must possess and maintain basic proficiency in the use of diagnostic programs, interpretation of results, and the use of program listings to isolate faults and be adept in the use of test equipment, repair of micro/miniature printed circuit boards, electro/mechanical systems and electronic control loading systems and computer-generated sound systems

  • Must be minimally proficient in the use of diagnostic programs, interpretation of results, and use of program listings to isolate faults

  • Must be able to perform routine preventive maintenance using maintenance requirement cards and instructional manuals; perform daily system readiness tests and pre-operational and post-operational checkouts

  • Must exhibit high performance and capability to work in a team environment

  • Must be able to work independently, with normal supervision

  • Other duties and requirements as identified and/or prescribed to meet program requirements

Education and Experience


Minimum Requirements:

 

  • As a minimum, this shall include five (5) years of training systems or simulator maintenance experience of which three years shall be in the maintenance of all major areas, systems, and subsystems of the TS/E outlined in the Attachments to this PWS, on which the Senior Electronic Technician is to work

  • Graduated from a two (2) year electronic technician residency course at an accredited technical institute or have completed the Navy's factory or formal training on a comparable system

 

Of the three (3) years of requisite training system or simulation repair experience, the Senior Electronic Technician shall have demonstrated experience and competence in each of the following areas:

 

  • Large multi-computer system integration

  • Image generation and projection display systems

  • Large-scale, complex digital-to-analog integration

  • Acoustic simulation

  • Large-scale, complex digital interfaces

  • High-density cable and plug repair

  • Software maintenance 

 

Language Skills

Must be able to read, write, speak, and understand the English language. Must have the ability to read, analyze, and interpret the complex word and technical documents/diagrams.  

Must be able to effectively communicate orally and in writing and work effectively as part of a team.

 

Reasoning Ability and Mathematical Skills 

Must be able to analyze problems, collect data, establish facts, and draw valid conclusions.  An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable. Must be able to calculate figures and numbers, and percentages and be able to draw and interpret graphs. Ability to read and understand electrical schematics and drawings.

 

Work Environment and Physical Demands  

The work environment and physical characteristics described here are representative of those an employee encounters while performing the essential functions of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. Must be able to lift and/or move at least 50 pounds. Must be able to walk and/or climb stairs and ladders.  Must be able to accommodate confined spaces.   Must be able to stoop, bend, and crawl on top or under equipment. Must be able to detect odors, noises, bangs, etc., or other sounds to detect discrepancies of malfunctioning equipment. Must be able to distinguish colors. Must be able to perform Domestic and International travel as required. Shop floor environment. Will be working in areas with risk of injury from electrical applications, moving mechanical parts, hydraulic, or pneumatic systems under pressure, and electrical motion systems. May be exposed to conditions of extreme heat, airborne particles, and loud noises.    

 

Supervisory Responsibilities

Key personnel are those personnel whose aggregate technical and professional experience is essential to successfully support the device. Key personnel are fully qualified both managerially and technically, who by virtue of meeting indicated qualifications and rate, can reasonably assume the most intricate and difficult jobs associated with maintaining TS/E in a FOC and managing their assigned workforce. As key personnel, ET IIIs must have their resumes reviewed and approved by the Contracting Officer Representative (COR) and the Procuring Contracting Officer (PCO) for determination of acceptability before being allowed to work on the program. As a senior Electronic Technician, an ET III shall assist lower-level technicians in answering questions, demonstrating techniques, and providing guidance as needed to complete the requirements of the contract/program.

 

Security Responsibilities

Obtain and maintain (if required) a DoD Personnel Security Clearance. Must comply with all company Information Systems security policies and procedures. May be responsible for proper classification and marking of all information and materials. Employee shall not divulge any information or afford access to other employees not having a need-to-know authorization. Shall not divulge information outside the company without management approval. Will be required to execute company non-disclosure agreement prior to access to any controlled information.
