Summary Statement
This position will support the Director of Business Services by managing the daily operations of a campus Business Office, including overseeing the planning, development, implementation and maintenance of campus financial operations and planning. Positions reporting in to the Business Services Operations Manager may include the Senior Fiscal Administrative Officer, Financial Aid accountants, Copy Operations Supervisor and business services support staff such as those directly servicing students and / or managing procurement.
Nature and Scope
An incumbent in this management staff position reports to the Director of Business Services. All financial activity for the campus, such as accounts receivable and accounts payable, financial aid, Education Foundation accounts, Child Development Centers and Workforce Development and Community Education is channeled through the Business Office for approval; and transmission to the Vice President for Finance when necessary, and recorded in the State's accounting system. This position will perform the reviewer function over the majority of routine financial activities, evaluate internal controls throughout the campus and monitor the campus internal accounts to ensure the campus is being the best stewards of public financial resources. The Business Services Operations Manager will also be responsible for performing other finance related duties and responsibilities as assigned, such as financial and procurement training.
Principal Accountabilities
An incumbent may perform any combination of the below listed accountabilities :
- Assists in the preparation and monitoring of the annual campus financial plan
- Manages and monitors the review process for campus fiscal reporting activities including, but not limited to : accounts receivable and accounts payable, monthly fiscal reporting both campus revenue / expense reports and to funding agencies, and monitoring contract / grant budgets and audits.
- Research, evaluates, and monitors campus internal fiscal controls to ensure compliance with College Fiscal Guidelines and the State Budget and Accounting Manual.
- Coordinates internal fiscal control training within the Business Office and campus-wide.
- Oversees campus procurement, including training, for compliance with College Fiscal Guidelines and applicable federal / state law including the State Budget and Accounting Manual. This accountability requires coordination with General Counsel.
- Represent the Director of Business Services on various committees as assigned.
- Evaluates, researches, and assists in the modification, revision and alignment of campus fiscal operations in coordination with other campuses and the Vice President for Finance.
- Assists students in attaining their educational goals by providing honest, accurate, efficient and courteous service.
- Provides leadership and management for business services accounting staff as assigned by the Director of Business Services.
- Serves a resource for the Director of Business Services and Vice-President of Finance for tasks including researching, compiling, and analyzing data for reports and special assignments such as the campus and collegewide budgets.
- Interacts and collaborates with campus and collegewide divisions to ensure collegewide alignment and implementation of all fiscal processes and protocols.
- Perform other related duties as assigned.
Knowledge Skills and Abilities
Minimum Qualifications
Bachelor's degree in a relevant field and four (4) years of relevant experience; or other equivalent combination of education and experience. Preference will be given for experience in state government and / or with / in higher educational institutions.
