Program Analyst
DI is seeking to hire a Program Analyst for NORAD and USNORTHCOM J4 (N&NC/J49), ADVISORY & ASSISTANCE SERVICE (A&AS) J49 Foreign Humanitarian Assistance (FHA) Program. This position will support assessment, monitoring, and evaluation (AME) of the J49 FHA program as well as overall program management, focusing on initiatives that contribute to security cooperation, disaster risk reduction, health, education, and infrastructure. This will be a full-time position based in Peterson Space Force Base in Colorado Springs, Colorado and will be contingent on award and funding.
Essential Job Duties
The position’s responsibilities will include:
- Assist the J49 Foreign Humanitarian Assistance (FHA) program in developing initiatives for the purpose of assessment, monitoring, and independent evaluation.
- Support planning and execution of FHA projects in support of the J49 FHA Program Managers. Advise and assist the J49 on planning, tasking, conducting, summarizing, and reporting on the requirements for Country Program Monitoring (CPM).
- Collect appropriate data to complete the CPM in coordination with FHA Program Managers following the creation of an annual CPM plan for each Partner Nation (PN).
- Provide written and oral briefings on CPM progress.
- Maintain and update electronic records in relevant databases.
- Track, monitor, and assign taskers at the direction of Government counterparts.
- Collect, synthesize, and incorporate inputs from J49 stakeholders to produce comprehensive and accurate task responses.
- Coordinate closely with Government counterparts on producing and finalizing written and oral data analysis reporting and associated documents.
- International travel is required, with flexibility for short-notice deployment.
Secondary Job Duties
- Contribute to ongoing Democracy International business development efforts around the world.
Qualifications
- Bachelor’s or Master’s degree in International Relations, International Development, Public Administration, or a related field.
- Minimum of 3–5 years of experience in program analysis, program management, motoring and evaluation, data analytics, or a similar role, within humanitarian assistance or U.S. government contracting environment.
- Experience providing key advisory, support, and monitoring services to ensure the effectiveness and efficiency of humanitarian assistance programs.
- Strong analytical and quantitative skills with demonstrated experience in data analysis and reporting, program assessment, and humanitarian assistance evaluations.
- Familiarity with program support systems and databases such as OHASIS, SOCIUM, DTS, and APACS is highly desirable.
- Excellent written and verbal communication skills in English
- Oral and written proficiency in Spanish is required.
- Proven ability to collaborate effectively with diverse stakeholders and to present complex information in a clear, concise manner.
- Experience supporting the NORAD and USNORTHCOM J49 FHA Program is preferred but not required.
- Experience working with or in diverse cultural contexts is preferred.
- U.S. citizenship required.
- Active SECRET security clearance required prior to start.
Reporting
- This position reports to the Director of Global and Rapid Response Programs.
