At Denali Family Services we serve children who require intensive behavioral health care services and support for their families. Denali Family Services offers individual, family and group psychotherapy services in combination with intensive care coordination and individualized support across many settings.

This position is responsible for administering the agency’s human resources programs to include but not limited to: agency organization and re-organization, policy formulation and implementation, performance management, position management, employee relations, benefit administration, HR reporting and analysis, recruitment strategy and program development; worker’s compensation administration, human resources investigation and reporting, discipline management, and special projects. Serves as an advisor to the CEO/President and is an active member of the organization’s leadership team.


This position is responsible for observing policies, procedures and safeguards to protect the privacy of health information in compliance with the HIPAA Privacy (Privacy Rule).


Essential Functions of the Position:


  • Oversees the implementation of all human resources functions. Monitors and identifies areas in need of improvement and ensures needed changes are made.
  • Responsible for ensuring company compliance with governmental and labor legal requirements to ensure sound practices and manage risk to the organization.
  • Develops and maintains annual departmental budget.
  • Establishes and leads recruiting and hiring practices.
  • Continually monitors human resource policies and practices to assure information is current.
  • Establishes key performance indicators (KPI) within the department that support the accomplishment of the agencies strategic goals.
  • Direct the workplace worker’s compensation safety program.
  • Facilitate the training, enrollment, administration and negotiation of employee benefits.
  • Works as an advisor to the organization’s supervisors and leadership regarding employee relations matters (e.g., discipline, mediation, investigations, and employee questions).
  • Develops, monitors, and implements agency wage and salary structure.
  • Researches and recommends changes in benefit plans for overall cost effectiveness for the agency and its employees.
  • Participates in processes relating to collective bargaining which may include hours worked outside of normal business hours.
  • Supervises HR support staff and administrative assistants in both Anchorage and the Mat-Su offices.

Other Duties & Responsibilities:


  • Participate in, and provide leadership and/or oversight of agency committees.
  • Develop and maintain relationships with external Human Resources organizations.
  • Ensure the employee handbook is updated as needed.
  • Ensure that employee position descriptions are updated annually.
  • Develop and oversee the performance evaluation process and supervisor training.
  • Travel between DFS locations as needed in both Anchorage and the Mat-Su to participate in agency activities, provide supervision and oversight of staff, and ensure the quality and continuity of operations in both locations.

  • Broad knowledge and experience in employment law, compensation, benefit implementation and organizational planning and management.
  • Ability to positively influence others to achieve goals and objectives.
  • Leadership capabilities with the ability to align with a team with the organization’s mission and achieve established goals and objectives.
  • Ability to train, evaluate and supervise employees in Anchorage and the Mat-Su.
  • Ability to interview and recommend potential candidates.
  • Ability to develop budgets, monitors expenditures, review and understands financial reports, and takes corrective action, when necessary.
  • Ability to research and interpret state and federal statutes and regulations.
  • Ability to maintain positive professional working relationships and to work effectively within a team environment.
  • Organized, efficient, and able to manage multiple tasks simultaneously with attention to detail and accuracy.
  • Excellent interpersonal communication skills and good written communication.
  • Ability to ensure client and employee confidentiality as prescribed by agency policy and federal law
  • Proficient with Microsoft applications and possess the ability to learn other software applications.
  • Knowledge and understanding all agency protocol, policy, procedure, plans program requirements.
  • Ability to act decisively and with fairness.
  • Ability to read, speak and write in English
  • Ability to pass a State and FBI background check in accordance with the State of Alaska Background Checking Unit.

Minimum Qualifications: Bachelor’s degree in business, human resources, or a closely related area and three (3) years of experience in business, human resources or employee relations at the professional level with at least two years at a management or supervisory level.


Preferred: Master’s degree in business, human resources, or a closely related area, previous experience with collective bargaining agreements, and/or SHRM or HRCI credentials.


Physical Requirements: Ability to perform sedentary work. Visual acuity necessary to utilize a computer monitor throughout the course of a normal workday. Ability to perform repetitive keyboarding activities and operate general office equipment. Ability to communicate verbally, both in person and over the telephone.


Working Conditions: Work is performed in a community mental health center.
