This is a temporary position to fulfill a leave of absence and the term of the assignment is open at this time.  The District can be flexible in terms of full-time/part-time and with other accommodations.  The job description listed below represents the responsibilities for a full-time, permanent Assistant Treasurer and the the job duties will be adjusted for the temporary Assistant Treasurer.

SUMMARY
Manages the District's cash flow concerning all incoming and outgoing monetary transactions.

TERMS OF EMPLOYMENT
The start date is as soon as possible and the duration is open at this time.  Hourly rate is $32.00-$34.00 per hour


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Receives and records all cash receipts and funds payable to the district into the district accounting system, cash ledger and banks.
  • Establishes relationships with banks and arranges for accounts as required and authorized by the School Committee.
  • Maintains custody of district cash and other assets.  Arranges for all checks, deposit forms, and 1095C, W-2 and 1099 forms.
  • Reconciles multiple bank accounts with bank statements and general ledger monthly.
  • Prepares and reconciles monthly reports to balance cash with the bookkeeper’s District ledger.
  • Oversees all district and school bank accounts and funds, including operating, construction, trust, agency, student activities, student fees (IPAD, AP Exam, athletic fees, etc.), incoming point of sale and online cafeteria payments, and maintains cash flow ledger.
  • Monthly invoice billing to the state child care agency.
  • General banking procedures such as insufficient funds, uncashed checks, wire transfers, stop payments, etc.
  • Arranges for and maintains on-line banking programs, as needed, to provide direct deposit of payroll and electronic transfer of state and federal taxes; to access account balances in all district accounts; and to transfer funds between district accounts and bank accounts.  
  • Optimizes the use of district funds, in cooperation with the business office by anticipating receipt of funds, and properly investing available funds to maximize interest.  
  • Maintain a log of every warrant and check issued.
  • Verify outgoing checks for vendor addresses and invoice amounts.
  • Assists in the development and implementation of banking policies and banking relations.  
  • Works with a fiscal advisor to arrange for all bonds and notes as authorized by the school committee.  Optimizes the terms, timing, and rates when arranging for bonds and notes.  Maintains a master control file of all bonds and notes. Maintains a copy of all invoices paid for through the proceeds of bonds and notes. 
  • Prepares a schedule of payments for town treasurers for annual debt service.  
  • Arranges for all letters, forms and borrowing information to state agencies. 
  • Maintains a copy of all invoices, change orders, debt schedules, district and town votes, and all other information required to receive reimbursement from Massachusetts School Building Authority.  
  • Processes payments and donations for scholarship and trust accounts using proper procedures, and establishes new trust and scholarship accounts (award letters, yearly balance letters, reminder letters, and letters to colleges). Invests trust funds and maintains control ledger.  Maintains a master list of all records and files related to all trusts and scholarships overseen by the district.  
  • Prepares and files, both hard-copy and electronic, reports such as year-end, monthlies, quarterlies, and other reports as required.
  • Vendor web – download and post incoming payments issued by the state.
  • Respond to credit inquiries.
  • Collect, record, and maintain files of W9’s.  Process and file 1099’s electronically.
  • Invoice town departments for copy paper.
  • Initiates and conducts a five year review of local banking services.
 

QUALIFICATIONS, EDUCATION AND/OR EXPERIENCE
  • Bachelor's degree from four-year college or university; or 
  • Four years related experience and/or training; or 
  • Equivalent combination of education and experience.
LANGUAGE SKILLS 
  • Ability to read, analyze, and interpret common professional and technical journals, and governmental regulations. 
  • Ability to write reports and correspondence. 
  • Ability to effectively present information and respond to questions from district personnel and school committee members.
MATHEMATICAL SKILLS 
  • Ability to apply basic mathematical concepts to practical situations.
  • Ability to use data as tools to identify barriers to success, and design strategies for improvement. 
  • Ability to develop and manage budgets and grants.
TECHNOLOGICAL SKILLS
  • Proficient with personal computers and relevant district software programs necessary for this position.
  • Able to use technology as an integral tool while addressing responsibilities.
REASONING ABILITY
  • Ability to define problems, collect data, establish facts, and draw valid conclusions and/or solutions. 
  • Ability to interpret a variety of technical data used within the medical field.
