Serves as the district’s cash manager. Maintains custody of all funds and is responsible for depositing, investing, and disbursing monies. The treasurer must manage the district’s financial resources to ensure the availability of cash to pay obligations as they become due. In addition, the treasurer is responsible for borrowing money, subject to the direction of the District School Committee, and overseeing banking services.
Position is appointed by and reports to the District School Committee. Day to day supervision provided by the Superintendent of Schools.
QUALIFICATIONS:
Bachelor Degree in Business, Finance or Accounting preferable.
Minimum of 5 years in school, municipal, or business financial management or accounting setting.
Availability to maintain core standard office schedule of approx. 3 hours/day, 2 days per week, year-round – with additional hours to be flexible and fluctuate as needed based upon timing of financial cycle, school committee meetings and other fiscal management priorities.
SALARY:
Range between $25,000 - $30,000 per year

NAUSET REGIONAL SCHOOL DISTRICT
TITLE: DISTRICT TREASURER (part-time)

DUTIES:
The treasurer serves as the district’s cash manager and, in this role, maintains custody of all funds and is responsible for depositing, investing, and disbursing monies. The treasurer must manage the district’s financial resources to ensure the availability of cash to pay obligations as they become due. In addition, the treasurer is responsible for borrowing money, subject to the direction of the District School Committee, and overseeing banking services. Specific duties include:
Custodian of Funds:
- Acts as signatory for District bank accounts where necessary.
- Monitors cash flow to assure that funds are available to meet payrolls and monthly warrants.
- Assures transfer of funds from interest bearing accounts to cover payrolls, payroll taxes, and warrants.
- Responsible for all Trust and Agency accounts including disbursements and replenishing Student Activity Accounts.
- Apply promptly for and diligently pursue reimbursements and funds from all approved grants and special programs to assure that the same are received in a timely manner.
- Assists with preparation of annual District budget where needed by the Director of Finance and Operations
Assessment Certification and Performance Bond:
- Prepares annual certificates of assessments to member towns after School Committee votes a final budget.
- Prepares notices to member towns of assessments due.
- Is required to obtain a bond for this position and all positions which handle cash in the School District.
Debt:
- In conjunction with the Assistant Director of Finance and Operations requests bids from banks for borrowing to meet short term cash flow needs.
- In conjunction with the Assistant Director of Finance and Operations, interfaces with bond counsel and banks in order to obtain long-term financing for School District projects.
Cash Management:
- Keeps a duplicate set of records as to receipts and disbursements and verifies such with the District records (Cash Management Spreadsheet).
- Review all receipts collected; assures proper deposit of all District funds and records on the Cash Management Spreadsheet.
- Prepare monthly bank reconciliations for all bank and investment accounts.
- Invests District funds consistent with State and School District policies to maximize the amount of interest earned.
Other:
- Attends Budget and Finance Subcommittee meetings as an advisor.
- Advises the District School Committee on the applicability of various Massachusetts General Laws relative to treasury matters, including advising on appropriate financial policies, internal controls, and best practices.
- Participate as requested by the Regional School Committee in the annual audit process and follow up.
- Assists the Assistant Director of Finance and Operations as needed in matters related to the Treasurer’s other duties.
- Performs any other duties or projects generally associated with the duties of Treasurer as prescribed by the District Committee, whether assigned by the District Committee, the Superintendent of Schools, the Director of Finance and Operations or the Assistant Director of Finance and Operations.
- Submits a summary report of all activities performed to the Nauset Regional School Committee on a quarterly basis or as requested.
- Such other duties as may be prescribed by applicable statute and/or regulation for treasurers of regional school districts.
- Subject to policies, procedures and protocols as established by School
- Committee from time to time to the extent that the same do not conflict with applicable law.
