Summary

The hiring salary range for this position is $3,195.66 - $3,992.23/semi-monthly or $6,391.32 - $7,984.46/month or depending on qualifications.

Description of Work

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division.
  • Maintains and operates the travel model; determines model input and changes including data resources and applicable network; runs travel model processing and reports results.
  • Performs coding and editing of programming; collects proposed transportation project amendments and makes required network adjustments; reviews and verifies accuracy of updates.
  • Receives and responds to inquiries and data requests from internal and external customers; collects data results from travel model and other sources; provides data summaries.
  • Updates and maintains travel model documentation, process diagrams and protocol edits; prepares spreadsheets; and performs data and model validation and quality assurance processes.
  • Provides status updates and reporting of model progress and updates; shares pertinent information to assist staff in use of model data and related analysis, forecasting and reporting.
  • Performs other duties of a similar nature and level as assigned.

Knowledge, Skills and Abilities

  • Principles and practices of transportation engineering and urban planning.
  • Principles and methods of model development using applicable software technology:
    • Working knowledge of TransCAD’s GISDK programming language, or similar, and of advanced transportation modeling theory and computer simulation tools, sufficient to learn and operate an advanced activity-based travel model with limited supervision.
    • Intermediate computer programming skills (C#, C , Java, or similar).
    • Strong mathematical skills (calculus, statistics, etc.)
    • Working knowledge of database theory and software: familiarity with SQL Server and GIS software preferred.
  • Principles and practices of program administration and management.
  • Project management principles.
  • Principles and methods of qualitative and quantitative research.
  • Principles and applications of critical thinking and analysis.
  • Best practices, trends and emerging technologies.
  • Principles and techniques of effective oral presentations.
  • Applicable federal, state and local laws, codes, regulations (based on assignment).
  • Customer service principles.
  • Specialized equipment relevant to area of assignment.
  • Modern office technology.
  • Familiarity with basic concepts of digital accessibility, including techniques for accessible writing, presenting, remote meetings, and document creation.
  • Programming and maintaining code for regional travel model using applicable software.
  • Managing a project or program.
  • Gathering data, analyzing findings and applying logic and reason.
  • Researching industry trends, solutions and best practices.
  • Interpreting, monitoring and reporting model-related information and statistics.
  • Compiling and sorting data and articulating issues and recommendations.
  • Authoring and preparing original reports, documents and presentations.
  • Coordinating deadlines and prioritizing competing demands.
  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).
  • Providing customer service.
  • Utilizing a computer and relevant software applications.
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

Education and Experience

  • Bachelor’s degree in planning, transportation engineering, information technology or directly related field and two to four years of related professional planning and/or travel modeling experience. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
