Position Summary
Denver Water’s Engineering Division is currently seeking a qualified candidate to assist us as a Manager of Graphical Information Systems (GIS) – Asset Recording Group (ARG). The GIS Manager will work collaboratively with the incumbent GIS Manager in anticipation of becoming the sole GIS Manager. Final appointment will be at the sole discretion of the Chief Engineering Officer.
Under the Direction of the Chief Engineering Officer, the GIS Manager directs Denver Water’s ARG, which provides support services for a variety of Denver Water projects across the organization while utilizing a variety of geospatial tools to accomplish this work. ARG is responsible for maintaining an enterprise geospatial database that encompasses the full lifecycle of Denver Water system assets from design through abandonment and includes everything from collection to distribution of water to the customers.
General activities include updating/editing the geospatial database (which is delivered to the organization via E-Map and other web-based and mobile applications) including adding new assets and removing abandoned assets as indicated on completed record drawings for both large capital projects and for smaller projects such as main replacements and developer plan review projects. Additional activities include mapping assets replaced by emergency work orders, making data corrections based on field observations or historical record research, updating customer service end points based on the data maintained in the Customer database (CC&B), and working with the Survey team to improve the locational accuracy of data from surveyed observations during construction and inspection activities.
Essential Duties and Responsibilities

- All assignments and duties are as set forth by the Chief Engineering Officer.
- Analyze, research, develop, implement, evaluate, and maintain processes for enhancing the utilization of the GIS and asset management technologies to support business requirements and initiatives.
- Collaborate with internal GIS Coordinators/Managers on policies and procedures for enterprise-wide geospatial related initiatives.
- Manage projects, oversee, and coordinate all geospatial related efforts for division. Define scope and coordinate tasks relating to GIS data development, application development, and database design.
- Conduct specialized geospatial analysis and perform specialized geospatial modeling techniques in support of decision-making.
- Work with geospatial data models including grid, raster, vector, TIN, hierarchical, topological, network, and object-oriented.
- Evaluate user needs, develop GIS solutions, develops documentation, user manuals, and provide end-user training and support.
- Represent Denver Water to outside agencies and coordinates with those agencies by making presentations and recommendations on potential future GIS data development and strategies.
- Perform requirement analysis for remotely sensed data acquisition.
- Provide coaching and mentoring, educate and train geospatial data users on the methods being used to access and manage geospatial data.
- Ensure that project goals are accomplished and consistent with organizational objectives. Ensure communication and coordination between other GIS coordinators, managers, divisions, sections, and external stakeholders.
- Participate in developing GIS polices, standards, and procedures.
