The Financial Reporting division in the Department of Accounts (DOA) is seeking a qualified individual for an Assistant Director position.
DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.
Job Duties
This position manages the activities of the Financial Reporting Unit under the Director of Financial Reporting. Supervises and reviews preparation of the state’s Preliminary Annual Report, Annual Comprehensive Financial Report (ACFR), Popular Annual Financial Report (PAFR), and other key reports. Reviews and analyzes financial data and supporting working papers to evaluate completeness and accuracy; supervises preparation of the Monthly Revenue Report or Monthly Cash & Investment Report, as assigned; reviews and interprets all applicable authoritative accounting literature to ensure all areas of responsibility comply with generally accepted accounting principles (GAAP) requirements; reviews and analyzes statewide financial data; oversees publication of the annual Comptroller’s Financial Statement Directives and other projects; and evaluates legislative changes. Supervises five employees within the Financial Reporting unit who are at the Lead, Analyst, or Senior Analyst level.
Minimum Qualifications
Extensive knowledge of generally accepted accounting principles; financial statements, state financial reporting requirements; financial/accounting principles and practices; financial internal controls; and automated financial accounting systems. Knowledge of governmental accounting/reporting; Governmental Accounting Standards Board (GASB) requirements; legislative and compliance requirements of state government and information security practices preferred. Strong verbal and written communication; analytical; supervisory; customer service; and computer (Excel) skills. Demonstrated ability to create and implement accounting and reporting policy, procedures and reporting practices; analyze and resolve complex accounting problems; communicate effectively verbally and in writing; organize, prioritize and evaluate the work of others; research and interpret accounting and reporting requirements; demonstrate integrity and respect for others; professionally correspond with, maintain a positive working relationship with internal and external stakeholders; and supervise professional accounting staff engaged in a variety of statewide fiscal and accounting functions.
Additional Considerations
Experience with financial statement preparation or audit using fund accounting; reviewing and interpreting authoritative accounting and reporting literature; and developing reporting procedures.
Progressive experience in financial reporting; working on an ACFR; development of statewide reporting policy, and supervising professional-level staff preferred.
This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.
Overtime hours may be required during the peak season of preparing the ACFR, to include some necessary additional work time on evenings and weekends. Limited planned time off is approved during periods of peak workload.
