As a Business Systems Analyst (GIS), you will work as a part of the IT team to ensure that our business systems are always available and working for all aggies who need them to support the needs of farmers, ranchers, and other agencies across Oregon.
The Systems Administrator (ISS6), is a full-time permanent position located in Salem, Oregon.
What you’ll be doing:
In this role you will:
- Provide support, maintenance, administration, and configuration for Geospatial Information Systems (GIS), GIS data, and related visualizations using ArcGIS Server / Web / Pro and MS SQL for all users at ODA.
- Produce high-quality maps, digital drawings, and other visualizations using GIS software and GIS and other related data.
- Monitor system performance, access, resource utilization, backups/restores/recovery for GIS and supported business systems, addressing problems quickly and permanently.
- Oversee the design and implementation of new business systems, or upgrades to existing ones, in alignment with Enterprise, Agency, and Program requirements.
- Establish, document, and follow project management standards that provide appropriate visibility and oversight into the resources and timing required for supported business systems projects.
- Draft technical specifications, documentation, and implementation plans for GIS and other supported business systems and evaluate vendors based on cost, performance, alignment with agency goals, and other cruiteria as required.
- Provide technical support and training to GIS users, and for escalated help desk tickets for other supported business systems, resolving complex issues in a timely manner.
- Represent ODA with participation in State working groups and serve as primary point of contact for GIS data, access, standards, and integrations with outside entities.
- Conduct business analysis and research, hold regular meetings with agency leaders and users to review business process, GIS and other supported business systems for efficacy, efficiency, proper usage, and continued need.

What we’re looking for:
- Experience performing business analysis, research, and support on a wide variety of business systems (ArcGIS, M365, CRM, ERP, custom, etc.)
- Working knowledge and experience with project management standards, methodologies, and tools.
- Demonstrated experience maintaining and supporting ArcGIS Pro, preferably in a cloud environment.
- Proven ability to solve complex business system problems in a timely and sustainable manner.
- Experience documenting incidents, technical writing, knowledge articles and delivering customer-focused training.
- Effective and precise writing, grammar, and verbal communication skills.
- Self-motivated with an ability to manage time well, multitask, and prioritize workload and to work independently under pressure of tight deadlines.
- Proven ability to build relationships across an organization and develop collaborative partnerships.
- Ability to model empathy, compassion, and maturity as a member of a diverse team.
- Commitment to providing a superior customer experience.
The core requirements for this position are seven (7) years of experience administering and supporting enterprise business systems OR five (5) years of related experience and an associate’s degree in a related field OR a bachelor's degree in a related field. In addition, preference may be given to the ideal candidate who can demonstrate:
- Clear communication skills when explaining technical issues or requirements to both technical and non-technical peers.
- Providing empathy to users who are experiencing frustration with technology.
- M365 business systems, Dynamics ERP, and both Apple and Microsoft hardware and operating systems.
