Job Description

The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. We facilitate compliant development with integrity, efficiency, and professionalism. The Department of Buildings Equal Employment Opportunity (EEO) Office is seeking a highly motivated and skilled individual to serve as the Deputy EEO Officer. The Deputy EEO Officer will work directly with the Equal Employment Opportunity (EEO) Officer, the Deputy EEO Officer is responsible for managing and coordinating all aspects of the agency’s EEO operations to ensure compliance with the City’s EEO Policy and applicable federal, state and local laws. Performance of these duties requires collaboration with various internal units as well as liaising with other City agencies including DCAS.

  • Handle EEO Case Management: Oversee the Confidential EEO case management and database process including keeping an updated log, by month and year, that tracks each EEO and Reasonable Accommodations (RA) requests, including intake date, facts, status of inquiry, close date, and conclusion.
  • Provide guidance to executive, managerial and supervisory staff regarding EEO matters, including, changes in the law, to ensure that best practices are adhered to in making employment decisions.
  • Develops implements, and disseminates diversity, inclusion and EEO policies and procedures as required to meet the Agency’s strategic goals and to comply with all applicable Federal, State and Local laws.
  • Develop Enforcement Strategies: Assist in the creation of enforcement strategies with respect to promulgated policies and procedures in these areas and monitoring compliance with promulgated policies and procedures.
  • Conducting mediation sessions/alternative dispute resolution as needed.
  • Analyze EEO complaints, annual EEO plans and quarterly reports and develop investigatory plans including, but not limited to, conducting fact-finding conferences.
  • Compiles and analyze employment statistics concerning discrimination in employment, in the areas of interviewing, recruitment, hiring, promoting, training, and terminating, and complaint investigation.
  • Develops, conducts and coordinates EEO/DEI-related training for employees.
  • Assists the EEO Officer in monitoring and reviewing the Department’s employment policies and practices, including job postings, recruitment, selection, promotions, performance evaluations, transfers, and separations to ensure compliance with applicable laws and City EEO guidelines. This includes identifying variations in practice and recommending changes to comply with applicable laws.
  • Compiles statistical data on EEO matters and prepares all required reports for review by the EEO Officer.
  • Collaborate with the Human Resources Office, General Counsel, and Internal Affairs Division, to ensure compliance to the City’s EEO policy.
  • Working with the EEO Officer on the implementation of the 5 Year Accessibility Plan and Racial Equity Plan.
  • Working with the EEO Officer on implementing new programs, including the Diversity Council, EEO Liaison Program, and other programs.
  • Performs various other related duties and responsibilities as assigned by the EEO Officer or Commissioner, including assisting with the 55-a program.

Required Skills:
  • Strong oral and written communication skills.
  • Strong analytical, research, and organizational skills.
  • Demonstrated knowledge of one or more of the following: the New York City Charter, the New York City Human Rights Law, mayoral/non-mayoral EEO Programs, Citywide EEO policies/discrimination complaint procedures, personnel rules and regulations, the Americans with Disabilities Act and its Accessibility for Buildings and Facilities, New York State Civil Service Law, Uniform Guidelines on Employee Selection Procedures, and relevant City, State and Federal EEO laws.

REMOTE WORK:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Minimum Qualifications


1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or

2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
