What are the responsibilities and job description for the Deputy General Counsel position at Department of Buildings?
This position is located in the Department of Buildings (DOB), Office of the Director. The mission of DOB is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement.
Incumbent is responsible for serving as the agency’s Assistant Chief Legal Officer and legal advisor to the General Counsel. Incumbent assists the General Counsel in overseeing the agency's legal affairs and managing staff assigned to perform legal work. Incumbent’s primary function is to provide comprehensive legal services, counsel, recommendations, reviews and opinions related to all agency functions and activities, both programmatic and administrative.
Duties and Responsibilities
Assists the General Counsel in all areas of the Office of the General Counsel's operations, to include implementing, coordinating and directing the legal affairs for the agency, all of which is intended to enhance and streamline delivery of legal service to its clients. Advises the General Counsel on legal and policy matters related to legislation and regulations.
Plans, coordinates, and administers operations of the agency’s legal affairs through subordinate attorneys. Provides guidance, supervises, and advises subordinate attorneys on all agency legal matters. Engages in the performance of functional responsibilities of subordinate attorneys and reviews their work for quality and consistency.
Develops and implements feedback systems, performance measures, and benchmarks to ensure adequate performance and successful goal achievement. Identifies barriers to quality legal services; designs effective strategies to resolve issues; and implements corrective actions. Develops and implements program guidelines, as well as new and improved policies, procedures, and processes to enhance program efficiency. Independently plans, develops and institutes short- and long-term agency plans and activities, incorporating strategic provisions, as necessary.
Qualifications and Education
Applicants must have a law degree, LLB or Juris Doctor (J.D.), from an American Bar Association (ABA) accredited law school.
Applicants must have at least five (5) years of post-J.D. professional legal experience.
Seven (7) years of post-J.D. professional legal experience is preferred.
Licensures, Certifications and other Requirements
Must be an active member in good standing of the District of Columbia Bar or can waive in and be admitted within 360 days of appointment. Incumbent must be a current member in good standing of the District of Columbia Bar during employment in the Legal Service.
Work Environment
Work is performed primarily in an office setting.

Duration of Appointment: Legal Service-An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
