We have an opportunity for a leader to take the next step in their career, where they would get the awesome responsibility to standup a new Juvenile Rehabilitation (JR) location, Emerging Adults Leadership Program at SCCC, to provide care, custody, treatment, education, vocation and reentry services for committed youth, consistent with the law and the mission, vision, and core values of the Agency. The Roster Manager will serve as an expert in managing schedules of Juvenile Rehabilitation Security Officers by shifts and absences. This position has management responsibility over custody at the facility which directly impacts the operating budget and employee’s pay.

The Opportunity:
You will serve as an expert in managing schedules of Juvenile Rehabilitation Security Officers by shifts and absences. Diverse groups of management and staff rely on this job to ensure the facility’s custody staffing levels are authorized and in adherence with agency policy. You will facilitate, implement, and oversee employee assignments, work/training schedules, leave, and schedule, and manage overtime by adhering to agency policy and the Collective Bargaining Agreement (CBA).
Some of what you will do:
- Manage the staffing scheduling/leave database ensuring accurate and up-to-date information is entered and maintained.
- Facilitate and manage the entry of all prescheduled shift activity, including employee leave, training, vacancies, non-funded posts, and relief and on-call usage.
- Manage the audit process of daily rosters and shift summaries.
- Work collaboratively with HR and Payroll to resolve conflicts affecting employee pay.
- Serve as a facilitator and advisor, assist with critical decision making and make recommendations to facility management.
- Ensure the utilization of relief employees adheres to agency policy and the CBA.
- Participate and provide information in Labor/Management meetings and negotiations related to custody staffing and practices.
- Monitor performance feedback assessments, refusal to work, and leave usage of on-call employees.
- Research and analyze data to project trends and forecast potential problems in managing custody staffing levels and overtime.
- Research and compile information and respond, both verbally and in writing, to complex inquiries from agency/facility management, various agency departments and Union representatives.
Required qualifications:
- Associate’s Degree and two (2) years of combined professional experience scheduling in a 24/7 environment; and creating and utilizing complex databases.
OR
- Four (4) years of professional experience scheduling in a 24/7 environment; and creating and utilizing complex databases.
AND
- Demonstrated experience in the Use of Microsoft Office (Excel, Word, Access and Outlook).
- Demonstrated experience interpreting and applying employment policies, laws and Collective Bargaining Agreements.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- Bachelor’s degree.
- Three years of experience or more utilizing scheduling databases.
