This position serves as a supervisor and section chief, overseeing the operations of the Department’s Program Compliance Section activities in the Early Start Branch. The role involves handling complex and sensitive assignments.

Under the general supervision of the Early Start Branch Manager, the Community Program Specialist IV (CPS IV) will function as the Chief of the Program Compliance Section. The CPS IV will directly supervise staff to oversee the local implementation of the Part C of the Individuals with Disabilities Education Act (IDEA), California’s early intervention program known as Early Start. The CPS IV will oversee projects to ensure that California meets federal compliance reporting requirements for the Annual Performance Report (APR). Additionally, this position will lead in providing technical assistance to programs that include regional centers, local educational agencies, family resource centers and other stakeholders regarding the service delivery of California’s Early Start Program and other related services for individuals with developmental disabilities within the state. The incumbent will also serve as a primary contact for Early Start stakeholders, interagency meetings, and other state departments on compliance-related matters. Collaboration with other sections within the CAYAS division is expected.

The location for this position is to be determined, with availability in Sacramento and Orange Counties. It is not necessary to apply in both counties.

Working Conditions

This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS guidelines.
Work is performed in an office and/or by telework. Work requires using a personal computer 65-85 percent of the time. Daytime and overnight statewide travel may be required up to 25 percent of working time.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

Special Requirements

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ.

Your response must be no more than two type-written pages in length, single-spaced, using 12-point Arial font, and include your first and last name and the Job Control number in the header of all pages. Your response must include the questions and number them. The information you provide must be completed in a clear and concise manner, using proper grammar, with no spelling errors and address the following questions:

  • Can you explain the significance of the Individuals with Disabilities Education Act (IDEA) and how it impacts early intervention services?
  • What do you believe are the most challenging aspects of interpreting and implementing regulations for early intervention programs?


If you are using list eligibility from an on-line exam to qualify for this position, you MUST include with your application any documentation (i.e., copy of transcript, degree, license, etc.) to verify meeting the MQ’s or you may NOT be considered for the position. Note: All foreign transcripts MUST be accompanied by a third party academic credential evaluation.

Desirable Qualifications

Knowledge of: Part C of the Individuals with Disabilities Education Act (IDEA), also known as Early Start in California; Part B of IDEA, also known as Special Education; and the Lanterman Act and developmental services system. Current trends in developmental disabilities, public health, and public welfare. Principles, practices and trends of public and business administration, including management, supportive staff services, and employee supervision. Processes and protocols in California state government. Knowledge and experience with the regulatory rulemaking process, federal and state legislation, and bill analyses. Proficiency with using Microsoft Office Suite, teleconferencing software, and data analytics.

Ability to
: Ability to organize and effectively balance multiple tasks, coordinate and manage concurrent assignments efficiently and independently to meet
deadlines. Must be able to perform the essential job functions and adhere to professional
conduct; must be able to self-direct for timely project completion; and must maintain
regular attendance. Ability to develop and maintain cooperative and constructive working
relationships with other agencies, the community, and Department staff. Analyze situations accurately and take effective action. Speak and write effectively. Reason logically and creatively, analyze data, and present information and ideas effectively. Review and edit written reports and establish and maintain project priorities.
