DutiesAPPLICATION LIMIT : This vacancy announcement will close at 11 : 59PM Eastern Time on the listed closing date.We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Management and Program Analyst, GS-0343-15, you will be responsible for : Planning and assigning work, making decisions on work problems, evaluating performance, recommending promotions, taking disciplinary actions, and making position selections. Hearing and resolving employee complaints, approving leave, counseling employees, and assuring training needs are satisfied. Assuming and exercising leadership and responsibility for equal opportunity in employees' employment, development, advancement, and treatment directly and indirectly supervised.As a recognized expert on institutions of higher education and the Historically Black Colleges and Universities (HBCU) community in particular, providing leadership in evaluating, assessing, and improving programs and management systems by applying various qualitative and quantitative techniques.Developing new standards for program management and analytical methods. Planning and overseeing the architecture for evaluation and measurement initiatives that significantly impact Historically Black Colleges and Universities (HBCUs).Advising senior staff on proposals and legislative matters that involve substantial controversy, intense outside interest, or significant long-term effects on the program or other organizations.Creating tools and metrics to inform management about project status, timelines, and achieving objectives.Requirements Conditions of EmploymentRelocation will not be paid.Males 18 and over must be registered with the Selective Service.Must be a US CitizenMay be required to complete a background investigation.You may be subject to serve a one-year supervisory probationary period.You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement.If you are a current federal employee, you must meet all time-in-grade and time-after competitive appointment qualifications within 30 days of the closing date of this vacancy announcement. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.   QualificationsMinimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments : 1. Experience in designing and conducting quantitative and qualitative analyses of the effectiveness of program operations.2. Experience in oral and written presentations on research and analyses to senior management.3. Experience in planning, assigning work, and providing direction and supervision to assigned teams.Knowledge, Skills, and Abilities (KSAs) GS-15The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to analyze a wide range of statutory, regulatory, managerial, and administrative issues related to implementing Executive Order 13256.2. Ability to interpret the Higher Education Act of 1965 and apply it to establish authority relevant to Historically black colleges and universities (HBCUs)3.
