Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to corporate, personal, sales, and use taxes. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

The Office of Tax Audit is charged with the audit of all business and excise taxes administered by the City of New York. Tax Audit conducts audits of general corporation tax, business corporation tax, commercial rent tax, unincorporated business tax, hotel tax, utility tax, real property transfer tax, and bank tax. Tax Audit also conducts NYC personal income tax and sales and use tax audits within New York City. Tax auditors conduct audits of selected candidates in the various administered taxes, with a goal of determining the appropriate tax liability of each taxpayer. The Office of Tax Audit includes the Field Unit, which conducts audits in the field, and the Non-field Unit, which conducts correspondence audits.

The Tax Audit and Enforcement/Tax Audit Division has an excellent promotional opportunity is available to serve as an Assistant Director in the Tax Audit and Enforcement Division, Metro Sales Tax Unit. The Metro Sales Tax Unit is responsible for conducting Sales and Use Tax audits of varied complexity. These audits must be properly supervised and managed to insure both The City of New York's interests are protected as well as the Taxpayer's Bill of Rights are complied with.

Responsibilities include, but are not limited to:
  • Manage a unit consisting of two or more audit groups.
  • Interpret complex New York State and City Sales and Use Tax laws and regulations.
  • Manage field audit administration of sales tax, to ensure that cases are thoroughly researched and assessments
  • are correct.
  • Advise staff on tax auditing standards and practices.
  • Ensure that all audits are conducted in accordance with tax laws, departmental policies, and procedures.
  • Make recommendations regarding improved audit selection, auditing techniques, policy, and procedures.
  • Participate in the development of comprehensive training programs.

ADMINISTRATIVE TAX AUDITOR (NO - 1004C


Minimum Qualifications


1. A baccalaureate degree including or supplemented by 24 credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting and four years of full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity, requiring independent decision making concerning program management or planning, allocation of resources and scheduling and assignment of work.

2. High school or equivalent and 24 credits in accounting including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting and six years full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity requiring independent decision making concerning program management or planning, allocation of resources and the scheduling and assignment of work.

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 24 credits in accounting from an accredited college including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting. Appropriate education may be substituted for the general tax related auditing or tax accounting experience (but not for the 18 months of administrative or managerial experience described above) at the rate of one year of college for six months of experience up to a maximum of four years college for two years of experience. A master's degree with a major in accounting, auditing or taxation may be substituted for an additional year of the general tax related auditing or tax accounting experience. In all case, all candidates must have at least 18 months of tax related auditing or tax accounting experience in an administrative or managerial capacity.


Preferred Skills


- At least 7.5 years of Sales and Use Tax auditing experience, including at least 2 years as a Group Chief/Supervisor of a tax audit unit in the Department of Finance, or 2 years in a supervisory position in a tax audit environment. - At least 3 years of NYC/NYS tax auditing experience in the Metro Sales Tax Unit. - Extensive knowledge and expertise of Sales and Use Tax laws, regulations, and field audit guidelines. - Strong performance management skills. - Strong organizational and leadership skills. - Excellent verbal and written communication skills. - Experience using data and data analysis to manage operations. - Knowledge and experience with New York State Department of Taxation and Finance's computer network including Case and Resource Tracking System (CARTS), Audit Management Program (AMP), Audit Framework Extension (AFE), e-MPIRE (e-Managed Process for an Integrated Revenue Enterprise), Case Identification and Selection System (CISS), Audit Rules Identification Application (ARIA), Audit Transfer Service (ATS) and Statewide Learning Management System (SLMS).
