This position will be a member of the California Department of Fish and Wildlife's (CDFW) highly collaborative and creative legal office comprised of natural resources, water law, employment, contract, and administrative legal professionals. The Assistant Chief Counsel will work under the direction of the General Counsel, and will supervise complex professional legal work supporting the Office of Spill Prevention and Response (OSPR) in its mission to provide best achievable protection of California's natural resources by preventing, preparing for, and responding to spills of oil and enhancing affected resources. This work includes supervising complex legal research and providing legal counsel to CDFW's management. OSPR legal staff are engaged in various legal activities related to oil spill response, including spill response coordination with responsible party counsel, criminal investigations, natural resource damages assessments, civil settlements, and legislation and regulations regarding prevention, preparedness and response to oil spills.

Working Conditions

Be able to work a full-time schedule that may include working over eight hours per day and weekends when necessary, including the ability to work more than forty hours per week when otherwise required by operational needs in or to effectively represent clients. Occasionally be able to travel significant distances and stay away from the home location for short periods. Work in an enclosed interior or exterior window office in a smoke-free environment. Work may require sitting at a computer terminal while performing research and other duties for a significant time, which may exceed six to eight hours a day. Be able to lift up to 25 pounds of books, legal files, exhibits, or the like.

OSPR is a 24-hour oil and pollution spill response organization. The incumbent in this position can be required to participate in prevention and response training, drills and incidents throughout California, and to be available to deploy/travel with short notice for extended periods of time (up to 7 days).

Public contact work may require irregular hours, the wearing of a DFW issued uniform and operating state vehicles with a valid driver’s license.

This position will be located in West Sacramento. Some overnight travel may be required.

    1. Experience and skills pertaining to leading a team of direct reports, including development and implementation of of unit/program operational goals, protocols and policies.
    2. Experience and skills pertaining to legal work involving support of environmental crimes or similar areas of law, including criminal and civil penalties, pursuit of damages, and development of legislation and regulations.
    3. Experience working collaboratively at a high level with local/State/Federal government entities and interested parties regarding State level fish and wildlife and/or environmental issues or cases.
