Job Duties
The Virginia Department of Forestry (DOF) is located in Charlottesville, found in the eastern foothills of the Blue Ridge Mountains. DOF's Finance and Procurement team is seeking a qualified procurement professional to provide review, support, and assistance for small purchase transactions for the Agency. This entry-level position ensures that the agency's small purchases are in compliance with the Code of Virginia and the Department of General Services, Division of Purchasing and Supply regulations. Responsibilities include advising agency staff of procurement best practices; preparing purchase requisitions and required public notices; coordinating agency unsealed solicitations; providing assistance to internal staff with buyer authority and external stakeholders with supplier capabilities; and providing support to the agency's grants analyst in subaward contract review and implementation.
The following abilities are necessary to be successful in this position: Ability to multi-task, work independently, set priorities, and meet deadlines; Ability to follow verbal and written instructions; Ability to communicate verbally and in writing to internal employees and other stakeholders; Ability to interpret and apply policy, rules and regulations; Ability to compile information for reports or projects.
This position is eligible for one day a week of telework and one day of work at a DOF designated space in Henrico, if applicable.
Minimum Qualifications
Knowledge of and/or experience in procurement policies and procedures; The ability to interpret and train staff on the content of the Virginia Public Procurement Act (VPPA) and the Department of General Services (DGS) Division of Purchase and Supply’s (DPS) Agency Procurement and Surplus Property Manual (APSPM); Basic knowledge of eVA, VITA and the Department of Small Business and Supplier Diversity (DSBSD) SWaM requirements; Experience with Microsoft Office Suite, specifically Word and Excel.
Additional Considerations
Experience with automated systems used in the Commonwealth of Virginia; Certification as a Virginia Contracting Associate (VCA) and/or Virginia Contracting Officer (VCO). [Certification(s) must be achieved within 12 months of hire date.]
