About this Role:
The Associate Accounting Analyst (AAA) is responsible for Independently performing complex and in-depth analysis of appropriations and Federal grants; preparing analytical review; researching and identifying significant trend; and analyze and interpret new system changes related to the multiple and complex Federal draws for the Medical (Title 19) and Healthy Families (Title 21). Lead in the Cash Management Unit including lead over the Cash Management Information Act (CMIA) quarterly report, Fund 0890 monthly cash analysis, Federal Grant projects and Cash management unit reconciliations. Also, work on complex, time sensitive and difficult special project. Prepare and send the updated draw amount to Payment Management System (PMS) as per their requirement and communicate with them regularly for any delay or issue with payment system.

The Incumbent’s work on CMIA Quarterly Report will help FMD to keep the work-flow in order and help DOF to calculate in the interest payment to Federal Government. Reconciliation processed by the incumbent will help the unit to keep all thhhe task on track.

Working Conditions

The incumbent will work in a professional office setting stationed at DHCS’s headquarters in in a multi-story building right across the street from the beautiful Rose Garden located in Capitol Park. The location is conveniently located near plenty of access to public transportation/parking and close to several excellent restaurants.

The Fiscal Program’s Financial Management Division (FMD) works to accomplish DHCS’s mission through fiscal integrity, transparency and accountability of approximately $166 billion annually. This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported.

Telework Information


This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
