Under the direction of the Section Chief (Staff Services Manager II) in the Legislative Division, the Legislative Analyst plays an integral role in ensuring the smooth operations of the Division and in maintaining relationships with the Legislature that are critical for the success of the Department.
This position also provides administrative support to the Deputy Director (DD), Chief Executive Administrator (CEA), and Section Chief by maintaining electronic tracking systems for pending bills; analyzing, developing, and distributing various reports; maintaining the DD’s calendar, and scheduling and arranging sensitive meetings with internal and external parties.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
Candidates who are new to State service will start at the minimum of the salary range.

- Ability to respond to a high level of inquiries from Department management and internal and external customers in a timely and effective manner.
- Strong analytical skills and ability to guide ad hoc working groups consisting of staff at all levels through complex, sensitive issues and to think critically and independently.
- Ability to assimilate and evaluate input from various sources, develop alternative courses of action, and make objective recommendations.
- Ability to develop cooperative working relationships; reason logically and creatively; and have experience utilizing various analytical techniques to resolve complex legislative issues.
- Ability to work with minimum direction and supervision; initiate action independently; and handle multiple assignments simultaneously.
- Experience independently researching legislative inquiries, analyzing issues associated with inquiries, clearly communicating and making recommendations, and developing thorough responses.
- Ability to use good judgement and exercise political discretion in disseminating information on highly confidential and sensitive issues on a daily basis.
- Demonstrated ability to have a keen attention to detail, be able to accurately maintain all internal Division tracking systems, preparing various reports, ensuring data accuracy, and being responsible for the division’s administrative tasks.
- Experience with Microsoft Office such as Outlook, Word, Excel, Teams, Zoom, and Powerpoint.
