The primary purpose of this position is to assist and consult with local offices of the Department of Human Services (DHS) and Area Agencies on Aging that conduct investigations of allegations of abuse and financial exploitation, as well as other APD supported adult abuse investigations personnel and offices. This APD investigator position consults with local offices regarding complex financial exploitation investigations and the critical decision-making needed in such investigations, provides technical assistance for complex and non-complex financial exploitation investigations, assists local offices with analysis of financial data, provides written documentation as needed for use by local protective service workers and abuse investigators in case interventions and criminal prosecutions, and assists with the development and implementation of financial exploitation specific training and prevention efforts.
Summary of Duties
As a Financial Exploitation Specialist (Investigator 3), you will:
  • Direct and provide technical assistance to APS Specialists/APS Supervisors with complex investigations involving financial exploitation, frauds, and scams.
  • Review documents and records such as financial records of alleged victims
  • Construct and organize detailed financial transactions from disorganized or incomplete records.
  • Evaluate evidence and address issues that arise during the course of the investigation.
  • Determine relevance, reliability, and credibility of gathered information and evidence.
  • Assist local offices in determining need for protective action (e.g restraining order, representative payee, guardianship, or conservatorship) as well as the need for law enforcement involvement.
  • Determine disposition of funds and resources which potentially could be recovered and returned to victim.
  • Oversee compliance with state and federal standards regarding investigation, and responds to abuse and neglect allegations including development of quality assurance and improvement procedures.
  • Represent the office in situations of high media and public interest and advise leadership on potentially high-risk/liability abuse and neglect situations.
Minimum Qualifications
Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; examining records; locating and interviewing witnesses; and writing investigation reports sufficient for use at administrative hearings or in court. Examples of qualifying investigation experience are in areas such as law enforcement investigation or abuse investigation.

College-level courses in Law Enforcement, Criminal Justice, Law, Psychology, Social Services, or other Human Services related coursework may be substituted on a year-for-year basis for up to one year of the required experience.

  • Experience working collaboratively across departments and agencies
  • Experience working with banking institutions, law enforcement agencies, and/or various legal representatives.
  • Experience with financial and fraud investigations.
  • Experience making complex decisions relating to adult abuse, financial exploitations, and protection.

Working Conditions
  • Frequent trips to/from state and local offices within all 16 districts. Generally, works alone with no on-site supervision.
  • Your work will be conducted Monday through Friday 8a.m. – 5p.m. in a hybrid format that includes community work, office work, and some work that can be conducted remotely. Remote work may vary depending on the needs and supports of Local Office APS investigators, Supervisors, and internal and external partners.
  • This is a customer facing position, with the customers being the local offices and community members.
  • Statewide travel required for engagement with local offices and community partners or team and supervisory meetings; all which could require an overnight stay.
  • Occasionally required working unpredictable hours including evenings and weekends.
  • Occasional exposure to individuals who may be angry, hostile, or unpredictable.
  • Periodic contact with older adults, adults with disabilities, and adults with mental illnesses.
  • The job involves gathering and reviewing detailed information about abuse, neglect, and trauma.
