This position is located in the Department of Human Services (DHS), Office of Program Review, Monitoring and Investigation (OPRMI), Fraud Investigations Division (FID). The incumbent performs investigations into allegations of customer fraud, in the Food Stamp, TANF, Medicaid and other District of Columbia (DC) public assistance programs administered by the DHS. The incumbent serves as an investigator with responsibility for planning and conducting investigations to protect the DC and the Federal Government from fraud schemes attempted and committed against DHS programs.

Duties and Responsibilities

Plans, organizes, and conducts investigations of violations of DHS, District of Columbia Government laws, statutes, regulations, policies, and instructions, as well as Federal laws, regulations, and guidelines. Provides clear, concise, and persuasive briefings to supervisor as to the status of investigations. Responsible for the timely resolution of assigned matters and delivering the results by either live testimony or written report, or both. Assists with identification of violations, investigates wrongdoing, preserves evidence, ensures the Constitutional rights of suspects and witnesses during investigations, and presents findings to supervisor(s) for directive action and/or prosecution.

Determines methods of obtaining, preserving, and presenting evidence, ensuring conformance with “Rules of Evidence” statues. Testifies in court and before appropriate authorities regarding investigative activities and findings. Develops and conducts investigations and analyzes information arising from allegations of irregularity, fraud, conflict of interest and impropriety. May assist with providing direction, guidance, and assistance to junior investigators. Provides pertinent information to assist with coordination of investigations with other regional and Federal law enforcement agencies. Responsible for investigations that are short-term, complex, and/or have DHS, District of Columbia, and interregional scope. May locate uncooperative/hostile witnesses and successfully effectuates service of subpoenas, summonses, and other legal processes.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

A bachelor's degree in criminal justice, psychology, business law, or other closely related field gained from an accredited college or university. (Preferred)

Working Conditions/Environment

The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. This position also requires traveling to all parts of the Washington Metropolitan area. A valid driver’s license is required.

Tour of Duty: Monday – Friday 8:15am to 4:45pm (This position may require working on weekends as needed.)

Pay Plan, Series and Grade: CS-1810-11

Promotion Potential: CS-12

Collective Bargaining Unit: This position is covered under a collective bargaining unit represented by AFSCME 2401 and you may be required to pay an agency service fee through direct payroll deduction.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
  • Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
