What are the responsibilities and job description for the SPECIAL AGENT-IN-CHARGE, DEPARTMENT OF JUSTICE position at Department of Justice?
The Division of Medi-Cal Fraud and Elder Abuse serves as the State of California’s Medicaid Fraud Control Unit. As such, its mission to investigate and prosecute, both criminally and civilly, healthcare providers who defraud the Medi-Cal program and those who abuse or neglect elderly and dependent adults in care facilities as well as other Medi-Cal beneficiaries. The continuing growth and sophistication of DMFEA’s work in prosecuting these crimes relies heavily on the expertise and precision of DMFEA’s law enforcement investigations.
Under the general direction of the Chief Assistant Attorney General (CAAG) and the immediate direction of the Assistant Chief – Investigations Section, the Investigation Section Special Agent-In-Charge (SAC) is responsible for managing and directing teams of multi-disciplinary personnel assigned to the DMFEA Investigations Section. These programs include: the Training and Compliance Unit, the Complaint Assessment Unit, the Facilities Enforcement Unit, and the Backgrounds Unit. Specific duties include the oversight of and planning, assigning, and directing of personnel in these programs for sworn and non-sworn personnel; working as a liaison with outside agencies and private companies in obtaining pertinent information; reviewing reports for thoroughness, accuracy, and making recommendations to the Assistant Chief (AC) and CAAG on best practices for sworn and non-sworn personnel training programs, background investigation procedures and mandates, refinement of the complaint and referral assessment process, as well as resource needs to consistently facilitate expedient and efficient investigations and related administrative duties. The SAC ensures Departmental compliance with the current Commission on Peace Officer Standards and Training (POST) and background investigation requirements.
Consistent with the advancement of DMFEA’s mission, the SAC assists in the management of personnel and work that relates to DMFEA’s law enforcement practices, outreach, legislative and regulatory initiatives, and criminal investigations. In accordance with Penal Code section 13651, duties shall be conducted with an emphasis on community interaction and collaborative problem-solving.

This position requires regular statewide travel to fulfill the duties of the Special Agent in-Charge.

Upon completion of 2 years in a management position. Special Agents in-Charge who possess a POST Management shall be eligible to receive a 5% pay differential. Special Agents in-Charge who possess a POST Command College or FBI Academy cert shall be eligible to receive a 6% pay differential.

Desirable Qualifications
The incumbent should possess knowledge of state government and state administrative processes and be familiar with different divisions of the Department of Justice and the services provided by each. Knowledge of the Division of Medi-Cal Fraud and Elder Abuse programs, explicitly focusing on Medi-Cal Fraud investigations, elderly and dependent adult abuse and neglect, and prescription drug diversion. Ability to direct highly sensitive and complex investigations. Ability to act independently, use good judgment, and/or experience in managing a large caseload. Experience in managing multi-disciplinary teams of Special Agents, investigators, and auditors. Ability to communicate effectively with high-level law enforcement managers and the public (both orally and in writing). Experience in a vertical prosecution environment. Demonstrated abilities and success in fiscal management and ability to work under pressure and meet Division goals and deadlines.
