DutiesThe Director of Operations and Administration for the West Region oversees all operations of the office, which encompasses, but is not restricted to, the following tasks : Coordinates the development of integrated plans, local policies, strategies, guidelines, systems, and procedures for Wage Hour program activities in the region. Evaluates the overall impact and effectiveness of assigned Wage Hour programs in the region in meeting the needs of National Program goals of the Wage and Hour Administrator and Agency goals set by the Secretary and DOL. Directs program planning and management overviews and furnishes staff advice in one ormore program areas as they relate to Wage and Hour Programs that impact the Region.Serves as regional office focal point for identification and resolution of Wage Hour District Offices operation problems in the programmatic, technical, and procedural areas.Responsible for providing constructive feedback to the District Offices regarding their accomplishments and / or deficiencies concerning financial management and operational goals in annual operational plans to ensure that regional goals are met.Directs a comprehensive review of ongoing financial systems such as back wage and civil monetary penalty systems, budget, personnel management, space, ADP and IT within the Region to insure and enforce compliance by the Wage and Hour District Offices.The incumbent plans, organizes, directs and supervises the work of subordinates engaged in various operational support and resource management functions within the regional office.Requirements Conditions of EmploymentMust be a U.S. Citizen.Candidate required to obtain the necessary security / investigation level.Requires a supervisory probationary period if the requirement has not been met.Subject to Confidential Financial Disclosure Report, OGE Form 450. Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 grade level in the Federal Service, which includes : Providing leadership and direction of administrative personnel and management program operations;Leading and managing office-wide administrative and financial analysis, studies and programs, to develop, improve and implement administrative operations; Advising senior managers of an organization on proper and efficient resources in one or more program areas such areas as budget, personnel, information technology, Back Wage Collection and Disbursement and Civil Money Penalty Program (BWFS) and the Secure Payment System (SPS), to achieve organizational goals; andDeveloping internal policy, procedures and management processes.-AND-Supervisory / Managerial Qualities - Candidates must also demonstrate in their work experience that they possess at least three of the qualities listed below to successfully supervise / manage : Supervising / managing employees which includes evaluating performance, providing feedback, creating and managing workflow, and providing technical and administrative direction.Implementing plans / projects.Developing a strategic or operating plan for an organization.Preparing and presenting briefings / speeches to high-level personnel.Developing and analyzing programs, policies and legislative proposals.Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the GS-13 grade level or equivalent in the Federal Service), time-after-competitive-appointment (90 days), and minimum qualifications. These requirements must be met within 30 days, 01 / 21 / 2025, of the announcement closing date to be eligible and qualified for consideration. Education There are no education requirements for this position and there is no substitution of education for specialized experience at this grade level.
