DutiesThis position is outside the bargaining unit.As the Supervisory Workforce Analyst, your duties will include, but are not limited to, the following : Supervise Workforce Analysts and / or Workforce Development Specialists to ensure program policies are observed and basic objectives of the unit are achieved.Direct the operation and administration of organizational activities.Direct the development and justification from program funding and staff resources to carry out program mission and functions.Provide technical program support and perform a variety of program-related assignments for National Office and Regional Office projects.Oversee workforce training programs and review grant applications for regulation compliance to help ETA receive funding for programs serving youth and adults, dislocated workers and long-term unemployed, low income individuals, older workers, Native Americans, people with disabilities, individuals involved in the justice system, farmworkers, and / or other targeted populations.Collect, organize, and analyze data in development of various budget, legislative, evaluation, planning, contractual and informational documents.Manage program operations, implement policies and plans, and / or make significant contributions to policy development.Develop and deliver training for grantees and other stakeholders; review contracts, grants, and / or state plans.Establish relationships, serve as the principal point of contact, and coordinate unit activities with other divisions, offices, Federal, state, local partners and stakeholders to assure a seamless implementation of ETA initiatives and accomplishment of the ETA mission.Ensure all parties are informed about key activities and developments.Plan and direct the work of subordinates; identify staff training needs.Develop or assist with performance standards; evaluate subordinate performance.Hear / resolve employee complaints; issue oral and / or written minor disciplinary actions.Improve work processes; evaluate and measure the quality and cost effectiveness of products / services.Requirements Conditions of EmploymentMust be a U.S. Citizen.Must be at least 16 years old.Candidate required to obtain the necessary security / investigation level.Requires a probationary period if the requirement has not been met.Subject to financial disclosure requirements.Requires a supervisory probationary period if the requirement has not been met. QualificationsThis position has an Individual Occupational Requirement : Basic RequirementsAll academic degrees and course work must be from accredited or pre-accredited institutions.A. Degree that included at least 30 semester hours in one or a combination of the following : sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs.orB. Courses in a college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education.Specialized Experience (for positions above GS-5 or equivalent) : Professional experience in studying, analyzing, and / or advising on the economic, social and / or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following : Labor force dynamics, e.g., the population, economic, cultural, and political factors affecting employment and training problems; problems relating to labor force adjustment to automation and other technological change; the effects of collective bargaining agreements; and the impact on job content and educational and training requirements of a rapidly changing industrial environment.The cultural, environmental, political, or sociological factors related to employability or employment, e.g., employment and training problems concerning specific ethnic groups, group imbalances, skill imbalances, patterns of discrimination, rural community life, etc.The psychological aspects of employability such as individual differences, attitude formation, motivation, and factors affecting learning.NOTE : You must submit academic transcripts demonstrating that you meet the qualifying educational requirements listed above. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.Definition of Specialized Experience includes ALL of the following : One year experience at or equivalent to the GS-13 level in the Federal Government with the public workforce development programs authorized by Title I of WIOA (Workforce Innovation and Opportunity Act) and / or programs authorized by the Trade Act, the Older Americans Act, and / or the ACWIA (American Competitiveness and Workforce Improvement Act), that deliver employment and training services, as follows : Managing workforce development programs including implementing policies and procedures, and developing programmatic requirements.
